In the framework of the implementation and development of mobile broadband 5G technology in our country, including the provision of radio frequency resources necessary to ensure the provision of services with high data transmission speeds typical of full 5G technology and with small network interruptions, according to one of the orders of the RA Minister of High-Tech Industry in 2024, it was liberalized and the 3600-3800 MHz radio frequency segment was handed over to the RA Public Services Regulatory Commission (PSRC).
At the same time, by another order of the RA Minister of High-Tech Industry dated January 11, 2023, the 2300-2400 MHz radio frequency band was handed over to the RA Public Services Regulatory Commission, which, according to its intended use, is also intended for the implementation and development of mobile broadband 5G technology networks. The RA Minister of High-Tech Industry Mkhitar Hayrapetyan said this during the NA sitting of November 14, presenting the draft law on Making Addenda to the law on RA State Budget 2024.
According to the Minister, taking into consideration the abovementioned, as well as the debates regarding the provision of the 2300-2400 MHz and 3600-3800 MHz radio frequency segments on a competitive basis and the determination of the mandatory fees for the implementation and development of the 5G mobile communication technology in the republic, the need arose for the RA State Budget 2024 to be established by law in accordance with the given range of radio frequencies allocation and usage fees, considering that the mentioned radio frequencies are intended for wireless access mobile broadband communication networks.
At the same time, taking into account the new use of services provided by public electronic communication networks operated by global satellite communication systems, it is also necessary to define mandatory radio frequency usage authorization and radio frequency usage fees for public electronic communication networks operated by global satellite communication systems.
The rapporteur noted that the draft law envisages to include the 2300-2400 MHz and 3600-3800 MHz radio frequency segments in the list of radio frequencies defined for wireless access mobile broadband communication networks, whereby the mandatory provision fee for the 1 MHz radio frequency band of this resource (one-time) is 25,000,000 AMD, and the annual usage fee is 16,800,000 AMD. At the same time, regardless of the number of subscriber terminals and the size of the used radio frequency resource, the annual mandatory fees for issuing and using radio frequencies for public electronic communication networks operated by global satellite communication systems are designed to be 3,000,000 AMD each.
Mkhitar Hayrapetyan also informed that due to the urgency of the draft law, a 24-hour regime was established.
