162 billion 996 million AMD is planned to be allocated in the 2025 state budget of the Ministry of Health, which is 5.3 billion AMD less than in 2024.
The RA Minister of Finance Vahe Hovhannisyan said this while presenting the RA draft law on the State Budget of the RA for 2025 for debate at the joint sitting of the NA Standing Committees on Health Care and Financial-Credit and Budgetary Affairs on November 1.
In the draft budget of 2025, there are no funds for the introduction of comprehensive health insurance. Vahe Hovhannisyan, presenting the position of the Ministry of Finance, noted that there are no disagreements regarding the form and content of the implementation of the comprehensive health insurance programme.
"Within the framework of medium-term expenses, we already planned the start of the first phase of insurance in 2025. However, due to the limited fiscal space, the insurance sector has been withdrawn," the RA Minister of Health Anahit Avanesyan explained. The Parliament has already received the legislative package, regarding which a number of discussions will take place in the near future.
Referring to the programmes to be implemented in 2025, the Minister informed that an amendment was made in the National Immunization Program.
According to Anahit Avanesyan, according to the summarized data of six months, a decrease in the detection of child deaths, malignant neoplasms and cardiovascular diseases was recorded. The Ministry continues to expand the implementation of screening programmes and healthy lifestyle policies.
Anahit Avanesyan answered the MPs' questions by presenting clarifications regarding the financial allocations in the draft budget, mandatory introduction of sports in preschool and school programmes, programmes to be implemented in 2025 in the direction of mother and child health, ensuring the quality of mental health care. She emphasized that the justifications, directions, and expenditure items in the draft correspond to the health priorities of our country.
