The Government proposes to form a fact-finding Commission in the Public Council, and its objective, directions of the activity, principles, functions and all possible mechanisms necessary of the activities are defined in the draft law stipulating addenda and amendments in the law on Public Council. The Acting Minister of Justice of the Republic of Armenia Armenuhi Harutyunyan s aid this at the NA regular sitting on October 23.
According to the rapporteur, the fact-finding Commission will carry out fact-finding activities of fundamental and periodic violations of human rights in certain areas in the period from September 21, 1991 to 2023 inclusive, and will draw up a report on them.
“In the report the systemic reasons of such violations will be disclosed, recommendations will be presented for preventing such violations or removing the consequences, on restoring the rights of the persons who suffered from the violations or recognizing them,” Armenuhi Harutyunyan noted, adding that after the report is elaborated, it will be submitted to the Government in order to consider the issue of adopting concrete plans of strategies and actions aimed at the relevant reforms within the scope of the latter’s competences.
Armenuhi Harutyunyan informed that the Commission will perform various functions. namely: collecting information, studying materials, conducting interviews if necessary, visiting state and local self-government bodies, conducting public hearings, etc.
The Commission will have 7 members, who will be elected through an open competition procedure.
The deputies addressed questions to the main rapporteur, which were related to the possible contradictions of the draft to the RA Constitution, considering the themes great public resonance in the Council, the requirements being presented to the functions of the Council and its members.
The co-rapporteur, the member of the Standing Committee on State and Legal Affairs Alkhas Ghazaryan informed that bill was endorsed by the Committee.
