This bill is the continuation of the reforms in the field of general education: The RA Minister of Education, Science, Culture and Sport Zhanna Andreasyan said, presenting the initiative on Making Amendments and Addenda to the Law on General Education for debate in the first reading at the NA sitting on September 10.

Speaking about the process of appointing directors, the rapporteur emphasized that there are many needs for capacity building in the sector. Due to that circumstance, the Executive in planning to introduce a mechanism for attracting directors with a probationary period.

A number of clarifications were made by the initiative. In the director's functions, the work performed with children excluded from compulsory education was highlighted. In terms of directors and administrative and economic coordinators, the requirement of political restraint has been established. According to Zhanna Andreasyan, it will protect public educational institutions from the danger of politicization and partisanization.

The procedures regarding regular and voluntary certification of teachers were also specified. In terms of school management, the Executive defines the notion of ‘mentor school’.

The rapporteur answered the MPs’ questions, which related to the slowdown of the reconstruction works in some schools, the selection and functions of the ‘mentor school’, the formulation of political restraint in the schools.

The member of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Narek Babayan presented the endorsement of the Committee on the draft. The MP called on his colleagues to vote for it.
