Parliament debates initiative regulating operation of personal mobility vehicles

In our daily life, especially in recent years, the number and operation of personal mobility vehicles has increased. The sector has not been regulated. This was stated by the RA Deputy Minister of Internal Affairs Davit Hambaryan at the regular sitting of the eighth session of the eighth convocation of the RA National Assembly on September 9.

In the first reading, the Parliament debated the package of draft laws on Making Addenda and Amendment to the Law on Road Traffic Safety and on Making Addenda and Amendments to the Code of Administrative Offenses of the Republic of Armenia.

According to the legislative initiative, the notion of ‘personal mobility vehicle’ was defined, including its main characteristics and equipment. According to the initiative, people over 18 years of age, as well as over 16 years of age and having the right to drive an “AM” subcategory vehicle, will be allowed to travel by means of personal mobility on bicycle or bicycle-pedestrian paths or in a lane for cyclists.

A number of fines have been proposed by the Administrative Code for violating the requirements for the transportation of personal mobility vehicles. Davit Hambaryan answered the MPs' questions.

The Deputy Chair of the Standing Committee on Defense and Security Armen Khachatryan, highlighting the legislative initiative aimed at the regulation of the sector, informed that a work debate with the interested organizations is planned during the period from the first to the second reading. He urged his colleagues to vote for the draft.

The deputy from Armenia Faction Gegham Nazaryan positively assessed the initiative to make traffic safer with legislative regulation. He mentioned that the Ministry of Internal Affairs should take radical measures to stop the genocide on the roads. According to the deputy, from January 1 to August 31, 2714 accidents with the outcome of death and physical injuries took place in Armenia, as a result of which 205 people died and 3929 were injured.
