On July 11, the NA Standing Committees convened extraordinary sittings.
The Standing Committee on Labor and Social Affairs debated in the second reading the draft law on Making Addenda and Amendments to the Law on Compensation for Damages Caused to the Life or Health of Servicemen During the Defense of the Republic of Armenia authored by the Government.
There were no proposals on the draft during the period from the first to the second reading. The draft was endorsed.
The Standing Committee on Defense and Security debated in the second reading and endorsed the legislative package on Making Amendments and Addenda to the Law on Military Service and the Status of Servicemen and on Making Addendum to the law on Making Amendments and Addenda to the Law on Military Service and the Status of Servicemen authored by the Government.
The draft law on Making Addendum to the Law on Service in National Security Bodies was also debated and endorsed in the second reading.
After being adopted the first reading, the legislative initiatives were not amended.
The Standing Committee on State and Legal Affairs debated in the second reading and endorsed the draft law on Making Addenda and Amendment to the Criminal Code of the Republic of Armenia authored by the Government. Technical and editorial amendments were made after the first reading.
The Standing Committee on Health Care endorsed the draft law on Making Addenda and Amendments to the Law on Human Reproductive Health and Reproductive Rights authored by the deputies of the Civil Contract Faction Narek Zeynalyan, Lusine Badalyan, Tatevik Gasparyan and Lena Nazaryan and the attached package of bills debated in the second reading.
One amendment was made from the first to the second reading. According to the co-author of the initiative Narek Zeynalyan, there may be cases when it is necessary to transfer the germ cell or frozen embryo from any medical institution operating in the territory of the RA to another medical organization.
The Standing Committee on Economic Affairs debated the proposed addendum to the Law on the Structure and Activities of the Government.
The RA Minister of Economy Gevorg Papoyan clarified that even today the Government approves investment programmes, but it does not have this possibility for individual cases. He informed that at the moment there are two multi-million investment projects, which the Government cannot approve, because it does not have such an authorizing norm.
In response to the questions of the MPs, the Minister of Economy stated that the draft law is not about the price of land and land acquisition, but to give the Government the opportunity to create support mechanisms in terms of possible investment programmes.
The legislative package providing for addenda to the law on Geodetic and Cartographic Activities and the attached laws was also debated in the second reading.
The debated issues were endorsed by the Committee.
