During the extraordinary session convened on July 11, the Parliament debated the draft law on Making Addenda to the Law on Geodetic and Cartographic Activities with the attached legislative package in the first reading.

According to the Head of the Cadastre Committee Suren Tovmasyan, the package repeals Article 16 of the Law on State Registration of Rights to Property, and the regulation envisaged by it is defined by the Law on Geodetic and Cartographic Activities. The Law on Geodetic and Cartographic Activities is supplemented by new articles 16.1-16.5.

Giving a speech, the NA deputy of Armenia Faction Artur Khachatryan opined that the RA Government handed over territory to Azerbaijan. “The citizen both in Kirants region and in Shurnukh had a certificate of ownership, which says that the land on which you live and built a house is yours, it belongs to the Republic of Armenia. Now you say that map is wrong. There is a procedure for correction of cadastral maps. Please tell me clearly from the first to the second reading how many square millimeters or how many square kilometers of territory were given to the Turks,” he said, addressing the rapporteur.

In this regard, the NA President Alen Simonyan gave an extraordinary speech. “I consider it inappropriate to try to involve the Head of the Cadastre Committee in the already old conversation that this Government gave this, gave that,” Alen Simonyan said, adding that the issue has been debated many times. “Not a single piece of the territory of the Republic of Armenia was given to any neighboring country, and was not planned, was not discussed, is not being discussed and cannot be discussed,” the NA President underlined, noting that in the mentioned area there was one house, one kiosk, one warehouse and probably, one semi-constructed building, in connection with which the Government reached an agreement with the residents, giving compensation. “I am asking you not to try to bring that political talk into the political field, because you have already done it once and it didn’t work,” he specifically said.

The legislative initiative was adopted in the first reading.
