It is proposed by the amendment the law on Public Service to single out the part relating to the expert from the article on doing civil work and give the legal regulations with a separate article without any amendment in the content. The Head of the Civil Service Bureau of the Office of the RA Prime Minister Vache Qalashyan informed presenting the amendments to the laws on Public Service and on Remuneration of Persons Holding State Positions and State Service Positions at the sitting of the NA Standing Committee on State and Legal Affairs and noted that the issue why the experience of the one doing civil work not be calculated as a public service experience, and the expert’s experience will be counted. It is proposed to move the legal regulations connected with the civil servants’ work to an article regulating the relations of the persons carrying out technical service. Their personal works will be done electronically, as well as the works of those holding state position and other positions of public service.
It is added in the subject of regulating the law on Remuneration of Persons Holding State Positions and State Service Positions that besides the principles, order of the remuneration, the payment of the salary, also the salary allocated to the state bodies, also connected with the salary allocated to the state bodies and the analysis of awarding funds is spread on the relations.
It is proposed to make the implementation of the analyses being made once in three years in the law enforcement once a year. The analysis of the remuneration of the experts and persons rendering technical service also will become a subject of legal regulation of this law.
The Committee Chair Vladimir Vardanyan was interested in the separation of the civil work from the public service. “Maybe we should refuse at all the term the person doing civil work, we’ll move some of them to technical service sphere – public service field,” the Committee Chair mentioned.
As Vache Qalashyan observed, there are certain occupations, positions, functions, which are not special for professional, other public services, it is necessary to observe them separately from the civil or other public services.
Vladimir Vardanyan noted that we should clarify it or refuse the civil work institute, because the citizen can work in the state institution for decades and does not have opportunity for advancement, and not be observed in any way as a person subject to public service protection.
