Performance of financial allocations and budgetary programmes provided for in state budget 2022 of Ministry of Territorial Administration and Infrastructure debated

The RA Ministry of Territorial Administration and Infrastructure has 22 programmes approved by law, 24 were actually implemented in 2022, 6 more out of 129 measures were actually implemented. The percentage performance of the Ministry in relation to the specified plan was about 95%: the RA Minister of Finance Vahe Hovhannisyan stated.

The performance of the financial allocations and budgetary programmes provided for in the state budget 2022 of the Ministry of Territorial Administration and Infrastructure was debated at May 30 joint sitting of the Standing Committees on Economic Affairs and Financial-Credit and Budgetary Affairs.

According to the RA Minister of Territorial Administration and Infrastructure, the key rapporteur Gnel Sanosyan, 92.5 billion drams were allocated to the transport sector last year: there were 3 major programmes with 29 events. The biggest block in the transport sector is road construction, where the specified budget was 90.4 billion and 83 billion or 92 % was spent.

Touching upon the development programmes of the railway network, he noted that an increase in passenger and freight circulation was recorded. Speaking about the field of aviation, the key rapporteur mentioned that achievements were recorded last year. There are already 7 Armenian companies registered in Armenia, and the share of Armenian companies in passenger transportation is increasing. Zvartnots Airport is quite busy.

The performance of the energy sector was 98.4% in the financial year.

Last year, using a single window, the Ministry granted 66 subsoil use rights, 35 out of which were for mining, and the rest for geological studies. 8 export licenses were issued, and 956 written warnings were given for non-observance of prescribed legal or operational regulations.

Gnel Sanosyan answered the deputies’ questions. The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan noting that there is an underload at Shirak Airport, inquired what steps are being taken to partially transfer the load of the passenger flow to Gyumri Airport. “In 2021, the runway of Shirak Airport was completely overhauled, the infrastructures are being improved, a working group was created under the leadership of the Deputy Prime Minister in order to solve the raised issues,” Gnel Sanosyan said.
