Staffs of RA National Assembly and Senate of France to Deepen Cooperation

The Delegation of the RA NA Staff summed up the working visit to the Senate of France. During the visit the members of the delegation with the leadership of the Staff of the Senate, the head of the sub-divisions, got acquainted with the activity of the latter and the peculiarities of the legal regulations.

During the working visit the ways of further cooperation between the two parliaments were discussed, taking as a basis the Agreement of Cooperation signed between the RA National Assembly and the Senate of France. The issues of the NA employees’ trainings, the meetings in different formats, the implementation of the work discussions, which will greatly promote the strengthening and deepening of relations between the Staffs of two parliaments.

At the meeting with the Deputy Secretary General of the Senate of France, Executive, Executive Director General of Resources and Means Jean-Dominique Nuttens the features of the activity of the Bureau of the Senate (Council of the Governors) and the government bodies of the Council of Presidents, the Senate and the cooperation with the Staff.

The work of the Department was discussed with the Director of Legislation and Control Fabrice Robert, the legislative and post-legislative monitoring methodology being provided to the senators the directions of the independent researches and issues on the annual reports – with the Director of Parliamentary Initiative and Delegation Charles Waline, the Head of the Secretariat of the Delegation for Local Authorities and Decentralization comprised of 8 divisions Marc Le Dorh.

The internet platform created by the Department, which will give an opportunity to provide the answers of the questions concerning all the circles of the local self-government-bodies, which are related to legislative or oversight activity of the Senate was presented. Direct contact is also provided between the citizens and the Senate through that platform. During the two meetings a comparative was made between the similar sub-divisions of parliaments. An agreement was reached to have close cooperation between the two departments of the Senate and the Expertise and Analytical Department of the RA NA Staff for exchange of experience, study of methodology, use of different research resources and study of the presented platform.

The issues of holding competitions of the state servants, the resource policy, the training programmes were discussed with the Director of Human Resources and Training Agnes Mugnier. The educational projects being implemented for the state servants’ training and strengthening the link between the youth and parliament, which the Senate traditionally carries out was attached special attention. The three-month educational programme, the Institute of the Senate, was underlined among the presented numerous programmes. It, as a platform of professional growth, is for 20 specialists, who are chosen by the President of the Senate and the Governors of the Bureau. An agreement was reached to make close the relations on the educational programmes.

The members of the delegation took part in the sitting behind the closed doors of the Social Affairs Committee of the Senate, during which agenda items were debated, including the new regulations of the pensions and the children’s health. They got acquainted with the provision of the sittings of the Standings and Ad-hoc Committees, the activity of the special working groups and the Inquiry Ad-hoc Committees, their legal status and ensuring their work by the Staff.

The features of the sub-division’s activity, the consultations being provided on ethics to the senators, the peculiarities of the anonymity and the assessment of the anti-corruption risks were discussed with the commissions of Inquiry and Fact-finding Missions of the Presidency and Secretariat of Bureau Mathieu Mugnier.

Special attention was paid to the study of the activity of the Communication Department of the Senate. The heads of the Department introduced the main mission of the sub-division, the features of the work done with the journalists. The work of the TV Channel of the Channel, which covers the activity of Parliament was presented. The peculiarities of the website of the Senate, the differences and the nuances of information being posted in different social platforms of the Senate was also studied. The journalists’ accreditation process was also presented. An agreement was reached to make close the cooperation between the Communication departments.

The members of the delegation had also opportunity to follow the Q&A between the Government of France and the Senate, which traditionally takes place every week.

There were also meetings with the heads of other sub-divisions of the Staff: possible ways of profile cooperation were discussed.

Thanking the officials of the Senate for full work agenda, proposed to make closer the relations not only in specified, but also in new directions, which will be reflected in future also in the Memorandum of Cooperation between the two Staffs, institutionalizing the relations between the two Staffs.
