Management of Multi-Apartment Building to Be Considered as a Type of Specialized Activity: Legislative Initiative Debated in First Reading

The initiative envisages considering the management of multi-apartment building as a type of specialized activity. It is also suggested for the government to provide authorizing norms to define the requirements for the professional qualification of the people who perform management functions of multi-apartment buildings. This was stated by the Chairman of the Urban Development Committee of the Republic of Armenia Armen Ghularyan, who presented the amendments to the law on Management of Multi-Apartment Buildings on first reading at the NA session on December 7.

It has been mentioned that the law will enter into force in 2025.

According to the main speaker, works related to the housing fund under the government plan are being carried out in three directions: improvement of the management system of multi-apartment buildings, maintenance of buildings, safe operation and settlement of the issue of the buildings in unsatisfactory condition.

“We hope that the simultaneous work in these three directions will be the basis for changes and reforms rooting, although gradual, but stable mechanisms in the field,” Armen Ghularyan emphasized.

The Standing (Head) Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection endorsed the initiative: the Committee member of the Lilit Kirakosyan stated about this.

Armen Ghularyan answered the deputies’ questions, which related to the technical state of the multi-apartment buildings, the implementation of the amendments in the sphere, the replacement of the wooden houses in some settlements with newly-built constructions.

In their speeches the deputies touched upon the efficiency of the management of the multi-apartment buildings, the work of the condominiums and the depreciation of the buildings.

The RA NA Vice President Hakob Arshakyan gave an extraordinary speech on the issue. Speaking about the quality if the urban development criteria, the NA Vice President underlined that taking a tour in the city we can see that there are shortcomings in this issue. In terms of management Hakob Arshakyan highlighted the governors’ professional skills, the improvement of the functioning standards and their modernization, the obtaining of the international experience and its localization.

The NA Vice Presient called on the appropriate bodies to review the ‘obsolete’ criteria in force and carry out decent control towards the new ones.

The parliament debated in the second reading the draft law on Making Addendum to the constitutional law the Rules of Procedure of the National Assembly authored by the deputies of the NA Civil Contract Faction Alkhas Ghazaryan, Vladimir Vardanyan and Arpine Davoyan.

After being passed in the first reading the draft was not undergone amendments because of not being proposals.

The drafts were not endorsed at the NA Standing Committee on State and Legal Affairs.
