NA Standing Committees Debated Number of Drafts in Second Reading at Extraordinary Sitting

The NA Standing Committee on Defense and Security debated in the second reading the package of draft law on Making Amendments and Addendum to the Law on Passport of a Citizen of the Republic of Armenia and the attached ones at the extraordinary sitting on December 7.

The RA Deputy Head of Police Artur Martirosyan noted that the proposed amendments and addenda to the laws are due to the need to set the issue date of passports until December 31, 2023, provided for by the relevant decision of the RA Government of December 25, 1998, in order to guarantee the right of RA citizens to have an identity document.

According to the Deputy Head of Police, “smart” and “mobile communication” electronic identification systems will be introduced by the end of 2022, which will provide a high-quality and more convenient service not only for those who have valid electronic cards, but also for those who need an electronic signature service before the introduction of the new system.

Referring to the issue of official email, Artur Martirosyan noted that it is considered an official means of communication, which is granted and used for receiving messages free of charge. From the moment of issuing the ID card of the Republic of Armenia, all individuals are granted an official e-mail address.

According to Artur Martirosyan, as a result of the adoption of the bill on Making Addendum to the Law on Public or Individual Notification via the Internet, individuals will receive an official email address from the moment they receive their social cards not in conjunction with their ID.

The co-rapporteur, the Deputy Chair of the NA Standing Committee on Defense and Security Armen Khachatryan emphasized the adoption of the package of draft laws.

The Committee endorsed the package of the draft laws debated in the second reading.

The draft law on Amending the Law on Remuneration of Persons Holding State Positions and State Service Positions adopted in the first reading at the NA regular siting was debated in the second reading and endorsed at the sitting of the NA Standing Committee on Labor and Social Affairs on December 7.

It is proposed to reduce the additional salary – the supplement and the bonus, of the persons holding the positions of the president, vice president and judge of the Constitutional Court by the amount of the increase in the basic salary.

The first article was removed from the draft at the suggestion of the Chair of the NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan, which was considered acceptable by the Head of the Civil Service Bureau of the Office of the RA Prime Minister Vache Kalashyan.

The package of drafts on Amending the Law on Local Self-Government and the related ones, which attempt to regulate some issues of the person’s functionality system, was debated in the second reading.

The RA Deputy Minister of Labor and Social Affairs Tatevik Stepanyan informed that there were no proposals after the first reading.

On the same day, the NA Standing Committee on Health Care debated and endorsed the draft law on Making Addenda to the Law on Medical Aid and Service for Population authored by the Government at the extraordinary sitting. According to it, it is proposed to establish a procedure for choosing a doctor (family doctor, therapist, pediatrician), registering and deregistering the population with him/her, and the procedure for changing the doctor providing primary health care by a resident.

The authorized body will also be given the authority to approve the list of medical aid and services provided using the latest and expensive technologies.

According to the RA Deputy Minister of Health Armen Nazaryan, the proposals submitted after the first reading were accepted.
