Deputy Minister of Labor and Social Affairs: Pensions and benefits will have the same procedure for non-cash payments from January 1, 2024

“The newly appointed benefits will be paid in a non-cash manner in the communities with more than 1.000 inhabitants from January 1, 2023, and in the case of communities with up to 1.000 inhabitants, from July 1, 2023,” the RA Deputy Minister of Labor and Social Affairs Davit Khachatryan noted, presenting the proposed regulations in the payment process of family benefit.

In the case of already approved and designated paid family benefits, the start of mandatory non-cash transition in the cities and communities with more than 1.000 inhabitants will be given from July 1, and in the case of those with up to 1.100 inhabitants, from January 1, 2024. Pensions and benefits will have the same procedure for non-cash payments from January 1, 2024.

The next changes concern the payment of pensions. There are two options for non-cash payment with current regulations. Payment is carried out by banks and through the electronic money account of the Haypost, which was mainly withdrawn by the beneficiaries. It will no longer be possible to withdraw money through an electronic money account opened on the basis of a social account from February 1, 2023, so it is recommended to transfer the transactions of the electronic money account of the Haypost to the banks after February 1, 2023, that is, payment will be carried out through a bank card.

In response to the clarifying question of the Committee Chair Heriknaz Tigranyan, the Deputy Minister explained that all applications and benefits scheduled until February 1, 2023 will be given in non-cash manner or in cash, according to the beneficiary’s wishes.

The proposed amendments and addenda to the Laws on State Benefits and State Pensions were debated in the second reading at the extraordinary sitting of the NA Standing Committee on Labor and Social Affairs on December 5. Let’s remind that the debate of the package of drafts was interrupted at the sitting of December 2 in order to adjust some issues.

The Committee endorsed the legislative package.
