Vilen Gabrielyan: We propose to allow the citizens to load the cartridges of rifled firearms

“There is an important point in the substantive amendments, that point refers to the loading of the cartridges of rifled firearms. We propose to allow the citizens to load the cartridges of rifled firearms in accordance with the procedure specially established by the Government. Our police colleagues see a certain risk at the moment, we have found a compromise option,” the key rapporteur Vilen Gabrielyan noted, presenting the technical and substantive amendments made during the period between the first and the second reading of the package of drafts on the Law on Regulation of the Circulation of Weapons and related laws.

On September 29, the issue of the adoption of the draft in the second reading was debated at the sitting of the Standing Committee on Defense and Security Affairs. The authors are Vilen Gabrielyan, Armen Khachatryan and Andranik Kocharyan.

In the authors’ opinion, with this draft, they increase the protection of society. The draft regulates the circulation of weapons and ammunition in the Republic of Armenia, promotes the development of hunting, amateur and sports shooting, as well as military training, a culture of weapons handling is introduced, which will be aimed at the increase in fighting ability of citizens.

The draft was endorsed.

The Committee also debated in the second reading the bill on Making Addendum to the Law on Military Service and Serviceman’s Status. It is proposed to exempt from compulsory military service the citizens who, as a foreign citizen, acquired RA citizenship in order to play in the national team of the Republic of Armenia in any sport and lost the right to postpone compulsory military service until May 1, 2021.

The Deputy Minister of Education, Science, Culture and Sports Karen Giloyan noted that the Government presented a number of editorial proposals after the first reading, which were accepted.

The key rapporteur, the Committee member Vahagn Aleksanyan, highlighting the adopting of the draft, urged his colleagues to vote for it.

The Committee members endorsed the draft law.

The issue of the adoption of the draft law authored by the Government on Making Addendum to the Law on Police in the second reading was also debated.

“With the proposed addendum, it is planned to establish a provision in the Law on Police, according to which, a registration will be carried out in accordance with the procedure established by the Government,” the RA Deputy Head of Police Ara Fidanyan said.

Taking into account the conclusion of the Expertise and Analytical Department of the Staff of the National Assembly and the opinion of the RA Ministry of Justice, it was proposed to revise the bill, making some technical and editorial amendments.

The co-rapporteur, the Deputy Chair of the Standing Committee on Defense and Security Armen Khachatryan noted that the submitted drafts mandate the Government to establish the procedure for registering minors. Until now, it was carried out by the order of the Minister of Internal Affairs of 1996. According to the current legislation, it cannot be of a normative legal character and has caused quite serious problems for the regulation of the sphere.

The draft was endorsed.
