Parliament Finishes Work of Extraordinary Session

On July 7, the National Assembly continued the work of the extraordinary session.

The NA President Alen Simonyan informed that the Central Electoral Commission presented the Protocol 8 on providing the mandate of the deputy elected NA deputy and prematurely terminated the authorities to the next candidate, according to which, the mandate is given to the next candidate of the first part of the Civil Contract party electoral list Karen Sarukhanyan.

Pursuant to Article 33.4 of the constitutional law the NA Rules of Procedure, the deputy in the NA, Karen Sarukhanyan was sworn in.

Afterwards the parliament debated in the second reading the bill on Making Addendum and Amendment to the Law on State Property Privatization Programme for 2017-2020 . The RA Minister of Health Anahit Avanesyan presented it. It was noted that the deputies did not present proposals in written form from the first to the second reading.

In his co-report, the member of the Standing Committee on Health Hrachya Hakobyan voiced that in the Head Committee during the debate of the item the Government presented proposals of technical character, which were accepted. The Committee approved the initiative.

As the RA Minister of Defense Suren Papikyan presented, the deputies debated in the second reading the bill on Making Amendments and Addenda to the Law on Military Service and the Serviceman’s Status.

The Standing (Head) Committee on Defense and Security endorsed the draft. The Committee member Vahagn Aleksanyan said about this.

The bill on Making Amendments and Addenda to the RA Law on Defense and the package of the presented bills authored by the Government was debated in the second reading. It was also presented by the RA Minister of Defense Suren Papikyan. After being passed in the first reading the package has not undergone any changes.

The member of the Standing Committee Vilen Gabrielyan made a report and noted that the Committee endorsed the bills and called on his colleagues to vote for them.

The RA Minister of Health Anahit Avanesyan presented the draft laws on Amending the law on Medicines and Make Addendum to the Law on Medical Aid and Service for Population . There were no proposals on the draft laws.

According to the RA Deputy Minister of Finance, the approach that from now on the Agency of Precious Metals and Stones will be in a separate sub-division of the Ministry of Finance, and the functions and problems will be implemented through the general sub-division of common subdivision, was debated in the first reading and approved. After passing them in the first reading, the Government proposed to carry out the examinations of the abovementioned agency by the established order of the Government.

The draft law with the enclosed legislative package on Making Addenda and Amendments to the RA Water Code was debated in the second reading. The Deputy Minister of Environment Gayane Gabrielyan informed that after passing the package in the first reading it was revised. The deputies and the Government presented proposals: most of them were accepted. The NA Head Committee endorsed the package.

The parliament debated in the second reading the draft law on Making Addenda to the Law on Food Safety with the enclosed package. The key rapporteur, Head of the Inspection Bodies’ Coordination Bureau of the Office of the RA Prime Minister Artur Asoyan presented the necessity of making addenda to the law. It was noted that there were no proposals on the legislative package by the deputies.

The draft law on Making Amendments and Addenda to the Law on RA Citizenship was also debated in the second reading, the deputies did not present any proposals on it. The draft was revised by the author. The NA Standing Committee on State and Legal Affairs endorsed the draft.

The RA Deputy Minister of Justice Yeranuhi Tumanyants presented for debate of the parliament in the second reading the draft law on Amending the law on Holding the Arrested and Detained Persons .

Presenting the draft law on Making Addendum to the RA Law on Probation , the RA Deputy Minister of Justice noted that after passing it in the first reading, it has not been amended.

The package of bills on Making Addenda to the Law on Trade and Services and on Making Addendum to the RA Tax Code was debated in the second reading by the representation of the Chairman of RA Competition Protection Commission Gegham Gevorgyan was debated. According to the rapporteur, the Government presented proposals from the first to the second reading, technical amendments were made.

The member of the Standing Committee on Economic Affairs Tsovinar Vardanyan voiced the endorsement of the Committee.

The Chairman of the RA State Property Management Committee Arnak Avetisyan presented to the parliament the draft law on Making Amendments and Addenda to the Law on State Property Privatization Programme for 2017-2020, which was not amended after passing in the first reading.

The package of draft laws on making Amendments and Addendum to the RA Tax Code, on Making Addendum and Amendment to the law on Gambling Games, Internet Gambling Games and Casinos was debated by presentation of the RA Deputy Chairwoman of the State REVENUE Committee Tsovinar Soghomonyan. There were no proposals from the deputies on the legislative package after being passed in the first reading.

The Head Committee approved the proposal.

The RA Chairman of the Investigative Committee Arsen Ayvazyan presented for debate of the parliament in the second reading the draft law on Amending the RA Criminal Procedure Code authored by the Government. There were no proposals on the draft. The parliament debated in the second reading the draft law on Making Addendum to the RA Criminal Procedure Code authored by the deputies of the NA Civil Contract faction Arpine Davoyan and Vladimir Vardanyan. It was not amended after being passed in the first reading. The NA Standing Committee on State and Legal Affairs endorsed the draft.

The opinion of the RA Anti-Corruption Committee was also positive.

Then the deputies voted and passed the legislative initiatives debated in the second reading.

Covering the agenda, the parliament finished the work of the extraordinary session.
