The bills on Making Addendum and Amendment to the Law on State Property Privatization Programme for 2017-2020 and on Amending the Law on Medicines presented by the Deputy Minister of Health Care Armen Nazaryan were debated in the second reading at the extraordinary sitting of the NA Standing Committee on Health. The drafts were not amended after the first reading.

The executive body also proposed to make an addendum to the Law on Medical Aid and Service for Population. The issue was debated in the second reading. The Deputy Minister presented the amendments made after the first reading. Legal bases will be provided for the termination of reference laboratories. It is proposed to add a new Article in the draft. The Government will have a legal basis to set special conditions for reference laboratories. According to another Article, the adoption of legal acts stemming from the law should be carried out within 6 months. Certain technical corrections were also made.

The proposed right to housing security will also be extended to servicemen holding officer positions in the border guard troops. It refers to the officers studying in RA military educational institutions, who will later serve in the border guard troops,” the RA Minister of Defense Suren Papikyan said, presenting the addenda made to the draft law authored by the Government on Making Amendments and Addenda to the Law on Military Service and Serviceman’s Status author within the framework of the debate in the first reading.

The Chair of the Standing Committee on Defense and Security Andranik Kocharyan informed that no proposals were submitted in the period from the first to the second reading in the package of draft laws on Making Amendments and Addenda to the RA Law on Defense.

The draft law on Precious Metals was debated with the related package in the second reading at the extraordinary sitting of the NA Standing Committee on Financial-Credit and Budgetary Affairs.

The RA Deputy Minister of Finance Armen Hayrapetyan informed that the executive body submitted proposals of an editorial nature. In particular, it is proposed to carry out the accrual of values in the National Reserve by the decisions of the Government on the basis of expert conclusions. The Government will establish the procedure for carrying out the accrual with the presentation of the authorized body of state finance management.

The NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection debated the revised draft law on Making Addenda and Amendments to the RA Water Code with the related legislative package.

According to the Deputy Minister of Environment Gayane Gabrielyan, proposals were received, most of which were accepted.

The NA Standing Committee on Economic Affairs debated the package of drafts on Making Addenda to the Law on Food Safety and the related ones. The Head of Inspection Bodies’ Coordination Bureau of the Office of the RA Prime Minister Artur Asoyan noted that the proposals were not submitted after the first reading.

The draft law on Making Addenda to the Law on State Property Privatization Programme for 2017-2020 proposes to privatize “Armenikum” CJSC and “Her-Her” Hydroelectric Power Plant CJSC.

According to the Chairman of the State Property Management Committee Arnak Avetisyan, the inclusion of companies in the list of privatization is aimed at increasing the efficiency of their activities and improving the competitive environment through the privatization of the state share of companies.

There were no proposals in the first to the second reading.

No proposals were submitted on the draft law on Making Amendments and Addenda to the Law on State Property Management.

The package of drafts on Making Addenda to the Law on Trade and Services and on Making Addendum to the RA Tax Code was also debated in the second reading. The RA Chairman of Competition Protection Commission Gegham Gevorgyan informed that a number of proposals of a technical nature were submitted after the first reading, which were accepted. The new draft law on Making Amendment and Addendum to the Law on Competition Protection Commission was included in the package.

The RA Deputy Chairperson of the State Revenue Committee Tsovinar Soghomonyan noted that there were no proposals on the package of the drafts on Making Amendments and Addendum to the RA Tax Code and on Making Addendum and Amendment on Gambling Games, Internet Gambling Games and Casinos.

The legislative package on Making Amendments and Addenda to the RA Penitentiary Code, on Making Amendments to the Law on Detention of the Arrested and Detained Persons authored by the Government was debated in the second reading at the extraordinary sitting of the NA Standing Committee on State and Legal Affairs, which was revised after the adoption in the first reading. The draft related to the Penitentiary Code was removed from the package.
