At July 4 extraordinary sitting of the NA Standing Committee on Economic Affairs, the draft law on Making Addend and Amendments to the law on Customs Regulation and the enclosed package of drafts were debated in the second reading.

It is proposed to clearly set that exclusively the border guard troops of the national security bodies and the customs bodies implementing customs control carry out functions on the state border. In case of being designed by law the other border oversight or control functions of all kinds will be performed through National Security Service or customs bodies. By the decision of the Government, in certain cases to carry out other border oversight or control at the state border checkpoints temporarily other state bodies carrying out oversight or control can be deployed by law.

As a border oversight function of the customs bodies, it is designed also to increase the sanitary-hygienic and anti-epidemiological, veterinary, phytosanitary oversight functions.

The Deputy Chairperson of the State Revenue Committee (SRC) Tsovinar Soghomonyan noted that after the first reading the Government presented proposals of substantive and editorial character, which were accepted.

The Government also proposed to replenish the legislative package with the draft law on Making Amendments and Addendum to the RA Code on Administrative Offences, as the RA national security bodies examine the cases on the administrative offences designed by Article 201.1 of the Code, which disclosed on the state border checkpoints.

As the RA SRC Chairman has assured, this proposal was also accepted.

The Committee members endorsed the legislative package.

The RA Deputy Chairperson of the Urban Development Committee Nune Petrosyan presented for debate in the second reading the draft law on Making Amendments and Addendum to the law on Urban Development, which, according to her, in case of availability of the spatial planning documents is directed to the specification of the community liabilities, duties and the legal relationship with the authorized body of the urban development sphere, as well as the establishment of the order for providing to the community urban development programme documents, the plots of lands and architectural plan tasks for building/

Nune Petrosyan informed that after the first reading the Government presented proposals on legal technique and of editorial character, which were accepted.

The draft law was endorsed.
