NA Standing Committees Convene Sittings

On May 25, the NA Standing Committees convened sittings.

The draft law on Making Addenda to the Law on Mass Media authored by the deputies Artur Hovhannisyan and Lilit Minasyan was debated in the second reading at the sitting of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport.

The key rapporteur Artur Hovhannisyan informed that amendments were not made to the draft during the first to the second readings and proposed to the Committee to endorse it.

The RA Deputy Minister of Justice Grigor Minasyan noted that the Government proposed to consider the issue of providing the grounds for terminating the accreditation by the state body that accredited a journalist on its own initiative in accordance with the law, which was already adopted by the authors and was included in the revised version of the draft.

There were no proposals related to the draft law on Education being debated in the second reading authored by the Government in the period from the first to the second reading.

The debated draft laws were endorsed.

The amendments proposed by the Government to the RA Criminal Procedure Code were debated in the second reading at the extraordinary sitting of the NA Standing Committee on State and Legal Affairs. The purpose is to lighten the current workload in the Anti-Corruption Commission. Written proposals were submitted after the first reading.

The RA Deputy Minister of Justice Arpine Sargsyan informed that the Government submitted a proposal in transitional provisions, according to which, the law will apply not only to criminal cases initiated after its entry into force, but also to the current cases in the transitional period.

The Committee gave a positive conclusion on the issue.

The draft law on Making Amendments and Addenda to the Law on RA Budget System was debated in the second reading with the related package at the extraordinary sitting of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection.

The RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan noted that the draft law was amended in the period from the first to the second reading, technical amendments were made.

It should be noted that the adoption of the legislative package will allow the communities to be guided by the medium-term expenditure framework already drafted during the preparation of the annual budget with the calculations and justifications approved for the upcoming year.

According to the RA Deputy Minister of Environment Gayane Gabrielyan, the Committee debated the draft law on Making Addendum to Law on Lithosphere.

The Deputy Minister said that only certain technical amendments were made to the draft.

The Committees endorsed the debated drafts.
