The Gap Existing in the Election Procedure of the Deputy Chair of NA Standing Committee is Proposed

At January 19 regular sitting of the National Assembly, the draft law on Making Addenda to the constitutional law the Rules of Procedure of the National Assembly authored by the deputy of the NA Civil Contract Faction Vilen Gabrielyan was debated.

Vilen gabrielyan clarified that the legislative gap in the election procedure of the Deputy Chair of the NA Standing Committee emerged in the election process of the Deputy Chair of NA Standing Committee on Defense and Security. The problem is that the Committee cannot elect Committee Deputy Chair for a lasting time. The competent faction all the time nominates the same candidate, whom the majority of the Committee members does not elect.

According to the author, this gap can become a consequence of not regulating, and any Committee of the RA National Assembly can come across with the same problem, and will not have Deputy Chair of the Standing Committee during the whole convocation.

Vahagn Hovakimyan presented the endorsement of the NA Standing Committee on State and Legal Affairs in his co-report.

Controversial viewpoints were voiced on the draft law. Unlike the deputies defending the draft law, a group of opposition deputies were against the regulation being proposed, urging their colleagues to postpone the debate of the draft law or settle the issue, taking into consideration the proposals of Armenia Faction.

In his final speech the author of the draft law touched upon the voiced viewpoints, urged his colleagues to vote for the initiative.
