Parliament Debates in Second Reading a Number of Draft Laws

At December 9 sitting, the National Assembly debated in the second reading the legislative package on Making Amendments and Addenda to the Law on Mass Media and on Making Amendments and Addenda to the Code on Administrative Offences authored by the NA deputies Artur Hovhannisyan, Vahagn Hovakimyan, Taguhi Ghazaryan and Sargis Khandanyan. Taguhi Ghazaryan has reminded that the regulations design responsibility in cases of quoting sources not having identity data and passing information containing illegal word. According to the deputy, while quoting the sources not having exit data he media should take into account the risks, as they will bear responsibility for illegal word.

During the period from the first to the second reading proposals were received by the Ministry of Justice. The proposals of the Freedom Defence Committee were accepted, and the proposals of the NA Armenia Faction – not.

The member of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Hasmik Hakobyan presented the endorsement of the Head Committee.

The RA Minister of Justice Karen Andreasyan noted that they cooperated with the authors, and almost all proposals were accepted by the Government.

The RA NA Vice President Hakob Arshakyan highlighted the legislative regulations aimed at providing information security. As the NA Deputy Speaker assessed, as a country in war, our state should have a reliable defense system in the information field.

Lilit Galstyan presented the viewpoint of the NA Armenia Faction. According to the deputy, the non-identifying source is identical with the anonymous source and quoting related to this or that news is in the media assessment field, and the journalist can and is obliged to reveal the source only by the decision of the court in the established cases. The NA Armenia Faction will vote against it.

The legislative packages on Amending the RA Law on Real Estate Assessment Activity and the enclosed laws, on Amending the State Technical Control in the Sphere Energy and Energy Consumption and on Amending the Law on Energy, the draft law on Making Addendum to the Law on State Border, as well as the package of the draft laws on Recognizing Invalid the Law HO-6-N of 22 January 2020 on Amending the Law on State Registration of the Rights towards Property and on Amending the Law on HO-495-N of 9 December 2020 on Making Amendments and Addenda to the Law State Registration of the Rights towards Property, the bills on Making Addenda to the RA Law on Military Service and the Serviceman’s Status, on Amending the RA Tax Code and on Making Amendments and Addenda to the Geodesy and Cartography, on Making Addenda to the Law on Remuneration of the Persons Holding State Positions and State Service Positions, the package of the bills on Making Addenda and Amendments to the RA Labor Code and on Making Addenda and Amendment to the RA Law on Public Service were debated in the second reading.
