NA Armenia Faction Proposes to Recognize Invalid Article 137.1 of RA Criminal Code

On December 9, the National Assembly in the first reading debated the package of the draft laws on Amending the RA Criminal Code and on Amending the RA Criminal Procedure Code authored by the NA Armenia Faction.

Presenting the necessity of amending the package of the draft laws, the key rapporteur of the RA NA deputy Aghvan Vardanyan has noted that Article 137.1 Article of the RA Criminal Code passed in the NA of the previous convocation, has contradictions with the Constitution and the Convention on Protection of Human Rights and Freedoms.

Aghvan Vardanyan underlined that the constitutionality of these laws is disputed in the Constitutional Court. Thus, the authors propose to recognize the controversial Article of the abovementioned law invalid.

The co-rapporteur, the Deputy Chair of the NA Standing Committee on State and Legal Affairs Vahagn Hovakimyan presented the negative conclusion of the Committee has noted that the issue is debated at the regular sitting, as the Armenia Faction considered it of priority.

The Deputy Minister of Justice Suren Grigoryan has presented the position of the Government and has stated that the adoption of the legislative package is unacceptable.

The parliament rejected by voting the package of the draft laws.
