Issue of Using Funds Collected by Hayastan All-Armenian Fund and Transferred to State Budget Debated in Committee

At December 2 sitting of the NA Standing Committee on Financial-Credit and Budgetary Affairs, the Chair of the Committee Gevorg Papoyan made a statement on the message spread by the Board of Trustees of the Hayastan All-Armenian Fund.

With the message, the working group informs that it has not received any credible evidence of misuse of financial means. The working group and the external auditor reported that the legal restrictions prevented the study of initial documents of the money spent by the RA Government. Gevorg Papoyan has noted that he joins the RA Prime Minister’s proposal and has asked the Chairman of the Audit Chamber Levon Yolyan, who participates in the sitting, to include the audit of the expenditure of money in the work of the structure.

Levon Yolyan has assured that they will try to solve the problem within very short period and urged the deputies to submit proposals, including the involvement of representatives of audit organizations too.

The RA Minister of Finance Tigran Khachatryan has clarified that during 2020, the Hayastan All-Armenian Fund allocated 52bln 700mln AMD to the Government with 9 donation agreements. According to the Charter of the fund, donations can be used to implement infrastructure, social and health programs.

“The approval of all these will be that everything has happened within the framework of compliance and there is no deviation. Those works will be carried out with our efforts and will allow to form a final and understandable conclusion and close this issue once and for all,” the Minister said.
