On December 2, the RA NA Standing Committee on Protection of Human Rights and Public Affairs organized working discussion, which related to the draft law on Amending the RA Law on Military Service and the Serviceman’s Status authored by Taguhi Tovmasyan. Deputies, representatives from the Ministries of Justice, Defense, Finance, Labor and Social Affairs, the HRD Staff and other concerned departments took part in the discussion.
The Committee Chair Taguhi Tovmasyan has noted that the servicemen commit crime irrespective of their will, because of which criminal cases are sued. 30 pre-examinations out of 81 criminal cases ended, in 51 cases it continues.
Taguhi Tovmasyan has informed that some of the servicemen have already been sentenced, which is not fair. She has clarified that by her proposed amendment one document is envisaged, a lease agreement. The participants of the discussion unanimously have assured that there is a problem which shall be solved, but not in a way, as the author of the bill offers.
The Head of the Legal Department of the Ministry of Defense Sasun Simonyan has clarified that the problem has been discussed in the Ministry, and they have their version for its solution. Sasun Simonyan has informed that the Ministry has worked out legislative initiative, which has not been put into circulation yet.
The Head of the Department of the Job Payment Policy of the RA Civil Service Office Armine Matosyan has noted that the servicemen shall not get surcharge, but compensation of costs with other legal act.
At the end of the discussion the Committee Chair Taguhi Tovmasyan positively assessed the discussion. According to her, it is already noticeable that the problem is on the way of its solution.
