Yeghishe Soghomonyan Nominated as Candidate for Vacant Position of Member of Audit Chamber

At December 2 sitting, the NA Standing Committee on Financial-Credit and Budgetary Affairs debated the issue on nominating a candidate for the vacant position of a member of the Audit Chamber to the National Assembly. The Civil Contract Faction nominated Yeghishe Soghomonyan as a candidate.

The Chair of the Committee Gevorg Papoyan presented the candidate’s biographical data and the professional activity.

Yeghishe Soghomonyan thanked the Civil Contract Faction for nominating him as a candidate. According to the candidate, the Audit Chamber should act independently as much as possible. He has added that there are still things to do aimed at improving the independence of the Chamber and has underlined the issue on insufficient financial independence. In this context, Yeghishe Soghomonyan has noted that the process of receiving, managing and remunerating the employees of the Chamber is out of the control of the structure. As the candidate has said, it is disputable that the office of the Civil Service organizes the competition for the civil positions of the Chamber.

The candidate referred to the immunity of the Chairman and the members of the Audit Chamber, proposing to include the members of the Chamber in the list of persons having immunity during the upcoming constitutional amendments.

The issue of not clearly regulated access to information and measures to improve the quality of audit were touched upon. The development and implementation of the current conclusions, the annual reports, the preparation of the quarterly budget execution reports, presentation criteria were touched upon.

Yeghishe Soghomonyan underlined the effective cooperation with the National Assembly.

During the discussions, they referred to the candidate’s activity, his experience in the field of public financial management, the issue of the remuneration of the Chamber etc. The Chair of the Committee Gevorg Papoyan has highlighted Yeghishe Soghomonyan’s professional activities in the field and has expressed conviction that in terms of professional qualities, the submitted candidacy is also welcoming.

As a result of voting, the Committee voted in favor of the nominated candidate.
