MPs Debate Amendments to Regulation in Energy Sector

At October 28 sitting, parliament debated in the first reading the proposed amendments to the Laws on State Technical Control in the Energy Sector and in the field of Energy Consumption and on Energy authored by the Government.

According to the Head of the Inspection Bodies’ Coordination Bureau of the RA Prime Minister’s Staff Artur Asoyan, as a result of amendments, the current regulation and control of the field will be ensured. It has been mentioned that at present there are such technical regulations in the energy sector, which, in accordance with the Law on Technical Regulation and the provisions and content of the Treaty on the EEU, cannot enact. “Now, the process of removing some legal acts from the field of technical regulation has started, and the legal acts that will replace the technical regulations are in the phase of preliminary development,” Artur Asoyan underlined. According to him, it is proposed by the second draft of the package to establish operating rules and requirements in addition to the requirements set by the technical regulations also by other normative legal acts.

The executive body proposes to establish legal bases by the amendments envisaged in the law on State Technical Control in the Energy Sector and in the field of Energy Consumption which will give an opportunity to exercise control over the terms and conditions established by other normative legal acts in addition to the terms and conditions set by the technical regulations.

As the rapporteur informed, a number of technical regulations will be reviewed and set by other normative legal acts after the adoption of the amendments, in particular on the electric network security zones, security requirements in the highway pipelines, operation of the power stations and networks.

The member of the RA NA Standing (Head) Committee on Economic Affairs Hayk Tsirunyan presented the endorsement of the Committee.
