Initiative Aimed at Replenishing of Teachers’ Vacancies

At May 19 regular sitting of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport, the deputy of the RA NA My Step Faction Mkhitar Hayrapetyan in the first reading debated the draft law on Making Addenda to the RA Law on General Education. It is proposed to set that by the results of the at least twice announced competition, in case of not considering the teacher’s vacancy, the person form the guaranteed organization by the authorized body, including the one with at least thirty credit of pedagogy through participation in the relevant educational programme proposed by the higher educational institution in the professional sphere of the given subject. It is proposed to set that the person can also take part in the competition announced for relevant teacher’s vacancy of the educational institution, if at the moment of the competition that person is included in the educational programme stipulated by law for accumulating the pedagogical credits, which terminates not later that on 1 January 2022.

The necessity of making addenda to the law is conditioned by the topicality of improving the procedure of including new specialists in the general education sphere, as the conditions stipulated by the law in force are not rather flexible for replenishing the teacher’s vacancy or teacher’s staff.

According to the statistics, in 2019-2020 educational year the number of the teachers working at general educational schools has been 31018. 28768 out of them has higher education, 362 – incomplete higher education, 1774 – secondary professional, and 114 – secondary. 23.300 out of them have pedagogical education.

58.6% of the teachers are more than 45 years old, and 22.7% are more than 60.

According to the data of the RA Ministry of the Education, Science, Culture and Sport, by the data of the previous year there are subjects in 101 schools of 9 marzes of the republic, which are not taught because of the teachers’ absence. The number of the non-taught subjects is 18, there is need for 695 teachers by preliminary accounts.

The RA Deputy Minister of Education, Science, Culture and Sport Zhanna Andreasyan has informed that the viewpoint of the Government is positive, but the executive body considers necessary to revise the initiative. The author of the draft law Mkhitar Hayrapetyan proposed the attendees to debate the proposals of the Government until the second reading.

The MPs highlighted the adoption of the draft law, considering necessary to find solutions for adding the number of the male teachers. As Mkhitar Hayrapetyan has observed, this amendment being proposed can partially also solve that issue.

The draft law with the endorsement will be included in the draft law of the NA upcoming sittings’ agenda.
