Draft Law on Higher Education and Science Endorsed

On February 26, the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport debated in the second reading and endorsed the draft law on Higher Education and Science and the enclosed legislative package.


The RA Minister of Education, Science, Culture and Sport Vahram Dumanyan informed that after adopting the package in the first reading, proposals had been received, and part of them was accepted. There were meetings with the scientists and the presidents of the state higher educational institutions. The main provisions of the draft law remained unchanged, though some editorial changes had been made. They referred to the order of the accreditation of the higher educational institutions, the management council of the higher educational institutions, the increase of the sovereignty of the higher educational institutions and the presidents’ age. The Minister noted that there were provisions on which the concerned sides did not agree. They were the provisions on the presidents’ appointment and the formation of the Board of Trustees.


In his report the Committee Deputy Chair Hovhannes Hovhannisyan noted that the proposals mainly referred to the presidents of the higher educational institutions and the management council: some provisions in content remained ignored.


The package with the endorsement of the Committee will be included in the draft law of the agenda of the NA upcoming regular sittings.
