OSCE Helsinki Final Act on Conflict Settlement Violated

On February 22, the Chair of the Standing Committee on European Integration of the RA National Assembly Arman Yeghoyan received the delegation led by the EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar. The Head of the EU Delegation in Armenia, Ambassador Andrea Wiktorin also took part in the meeting.


Welcoming the guests, the Committee Chair Arman Yeghoyan presented the situation created in the region as a consequence of the war unleashed by Azerbaijan on 27 September 2020, touching upon the problems of the Nagorno Karabakh (NK) status, the forcible seizure of the NK territories, the atrocities committed against the Armenian population, the urgent return of prisoners of war, the preservation of the Armenian cultural heritage by Azerbaijan and other key problems.


In this context the MP highlighted the voicing of the targeted calls by the European structures and his colleagues, considering them a minimum tool of prevention of further attempts for destablising the region by Azerbaijan.


Yeghoyan noted that the right of the self-determination and security of Artsakh people should be laid on the basis of the conflict settlement, at the same time adding that one of the fundamental principles of the OSCE Helsinki Final Act of the conflict settlement, as well as proposed by the OSCE Minsk Group Co-Chairmanship – the principle of the non-use of the force and threat of force had been violated.


Toivo Klaar and Andrea Wiktorin emphasized the continuation of the peaceful settlement of the problem under the aegis of the OSCE Minsk Group Co-Chairmanship, deeming it the only format of having an international mandate for the NK conflict settlement mediation.


The sides also separately reflected upon the RA-EU Comprehensive and Enhanced Partnership Agreement (CEPA), the ratification process of which had ended and would completely enter into force from March 1 of this year.
