Parliament Continues Work of Regular Sitting

On January 19, the RA National Assembly continued the work of the regular sittings. The bills debated on the previous day were put for voting, and they were passed.

The draft law on Making Amendments and Addenda to the RA Law on Education was debated in the second reading, which had been undergone some changes after passing it in the first reading.

The draft law on Making Amendments and Addenda to the RA Code on Administrative Offences was debated in the second reading presented by the RA Deputy Head of Police Ara Fidanyan.

The Head Committees endorsed the abovementioned draft laws.

Afterwards the report on Works done by the Inquiry Committee for Studying the Legality Validity and Reliability of Financial and Other Reports Submitted to the Bodies of Executive Power and Adopted by Them in the Framework of Investment Programs in the Area of Industrial Metal Mining was debated, which presented the Chair of the Inquiry Committee Sergey Bagratyan.

The Inquiry Committee was set up in September 2019, and the representatives from the NA all, three factions were included by the principle of proportionality.

During the exchange of ideas the few MPs gave a speech and assessed the work done by the Inquiry Committee incomplete and even failed.

The parliament debated in the first reading the package of the draft laws on Amending the Law on Protection of Economic Competition.

The Chairman of the State Commission for the Protection of the Economic Competition (SCPEC) Gegham Gevorgyan informed that the goal of the legislative package is to protect and to encourage the freedom of the economic activity, the free economic competition, to ensure necessary environment for conscientious competition, to promote the development of entrepreneurship and the protection of the consumers’ interests.

The deputy Gevorg Papoyan presented the endorsement of the RA NA Standing Committee on Economic Affairs.

The draft law on Making Addendum to the law on Privatization of the State Property for 2017-2020 was debated in the second reading presented by the Chairman of the State Property Management Committee of the RA Ministry of Territorial Administration and Infrastructure Narek Babayan.

The parliament debated the draft law on Making Addendum and Amendment to the law on State Duty authored by the RA NA deputies Artur Dallakyan, Artyom Tsarukyan, Artur Grigoryan for passing in the second reading and completely.

The RA Deputy Minister of the RA Ministry of Territorial Administration and Infrastructure Armen Simonyan presented for debate of the parliament the package of the draft laws on Making Amendments and Addendum to the RA Law on Licensing in the second reading and the draft law on Amending the RA Law on Ensuring of Road Traffic Security and the enclosed legislative package in the second reading procedure.

The package of the draft laws on Making Amendments and Addenda on Local Payment of Transport Parking and on Making Amendments and Addenda to the RA Code on Administrative Offences authored by the RA NA deputies Sisak Gabrielyan and Arusyak Julhakyan was debated in the second reading.

The parliament also considered the legislative package on Making Addenda to the Law on Establishing the Cadastre Evaluation Order Approximated to the Market Value of the Real Estate for Taxation with Real Estate Tax for passing it in the second reading and completely.

The legislative initiatives debated in the second reading procedure were endorsed at the Head Committees of the parliament.

The Acting Head of the Civil Service Office of the RA Prime Minister's Staff Vache Kalashyan presented for debate in the first reading the draft law on Amending the Law on Public Council.

Vahagn Hovakimyan voiced about the endorsement of the NA Standing Committee on State and Legal Affairs.

The RA Deputy Minister of Economy Varos Simonyan presented for debate the bills on Patents, on Industrial Design and the legislative package designing amendments and addenda to a number of laws enclosed to it.

The member of the NA Standing Committee on Economic Affairs Gevorg Papoyan called on his colleagues to vote for the legislative package.

Varos Simonyan also presented for debate the draft law on Trademarks, Service Marks and Toponyms of Goods Origin of the Eurasian Economic Union.

The Deputy Chair of the NA Standing Committee on Regional and Eurasian Integration Aleksey Sandikov voiced about the endorsement of the Committee.

The draft law on Making Addendum to the law on Holidays and Memorial Days authored by the NA deputy Rustam Bakoyan was presented for debate in the first reading.

The deputy of the NA Standing Committee on Protection of Human Rights and Public Affairs Sargis Khandanyan presented the endorsement of the Committee.

The RA Deputy Minister of Education, Science, Culture and Sport Arayik Khzmalyan considered completely substantial the MP's proposal.

The NA deputies Knyaz Hasanov, Lilit Stepanyan and Mkhitar Hayrapetyan highlighted the adoption of the initiative and underlined the role of the national minorities in our country, noting that all conditions were created for them to be safe, preserve their national and cultural traditions.  

In the context of preservation of the national minorities' cultural values Mkhitar Hayrapetyan underscored the fact of the premiere of the first Yezidi theatre performed in Machanents Theatre of Echmiadzin.

The Deputy Chairman of the RA State Revenue Committee Ashot Muradyan presented for debate the Convention on Exclusion of Double Taxation of Revenues and Property and Prevention of Fiscal Avoidance from Taxation between the Government of the Republic of Kazakhstan and the Government of the Republic of Armenia and in the frameworks of the protocol enclosed to it the draft law on Ratification of the Agreement Signed on the issues of Exchange of Notes and the procedure for Recognition of Official Documents Confirming the Residence Given by the Authorized Bodies of the Republic of Kazakhstan and the Republic of Armenia.

The member of the NA Standing Committee on Economic Affairs Hayk Sirunyan noted that the initiative would promote the easing of the tax field mechanisms between the two countries, to create legal favourable conditions for the freedom of the parties’ economic entities’ activities, to boost the turnover of the goods and the services, the people’s movement and the growth of the goods turnover.

The bill on Amending the RA Law on Purchases authored by the NA deputies Lilit Makunts and Gevorg Papaoyan was debated in the first reading.

The member of the NA Standing Committee on Economic Affairs Tsovinar Vardanyan presented the endorsement of the Committee.

In his co-report the RA First Deputy Minister of Finance Karen Brutyan noted that the item was discussed in the Government.

At the last sitting of the day, according to the RA Constitutional Law the NA Rules of Procedure, the RA NA deputies made statements.

The parliament will continue the work of the sitting on January 20, at 10:00.
