Work of Sixth Session of Seventh Convocation of RA National Assembly Begins

On January 18, under the sounds of the RA anthem the beginning of the work of the sixth session of the seventh convocation of the RA National Assembly was announced.

The RA NA Speaker Ararat Mirzoyan has presented the N 14 protocol of the Central Electoral Commission, according to which, the mandate of the deputy Tigran Karapetyan elected RA NA deputy and suspended his powers ahead of schedule has been given to the next candidate Anna Grigoryan, who has received maximum votes in the N 12 constituency list of the Alliance of My Step parties. According to the constitutional law Rules of Procedure of the National Assembly, the new deputy has sworn-in at the NA sitting.

By Ararat Mirzoyan’s presentation, the parliament approved the agendas of the sixth session of the RA NA seventh convocation, as well as the regular sittings.


The items received negative conclusion by the RA NA Standing Committees were presented for debate, but they were not included in the agenda of the session by the decision of the parliament. Those items were presented by the RA NA Bright Armenia Faction.


During the exchange of ideas, the Head of the RA NA My Step Faction Lilit Makunts informed that the Faction would vote against the NA draft decision on Establishing Action Plan of Getting out of the Situation Created in the Republic of Armenia. Regarding the viewpoint being sounded by the opposition that the power has a necessity of specifying its legitimacy, and related to this issue, the power has announced that it is ready to have discussions on holding parliamentary elections. Taking into consideration the abovementioned, Lilit Makunts has noted that the proposal of the Bright Armenia Faction is not aimed at the solution of the problems and the weakening of escalation, but on the contrary – the escalation of tension.


The parliament debated in the second reading the draft law on Amending the RA Code on Administrative Offences authored by the Government.


The Chairman of the RA State Revenue Committee Edvard Hovhannisyan presented for debate of the parliament the draft law on Making Amendments and Addenda to the RA Tax Code.


The parliament debated in the first reading the draft law on Making Amendments and Addendum to the RA Code on Administrative Offences authored by the Government.


The member of the RA NA Standing Committee on Economic Affairs Hripsime Grigoryan noted that the draft laws were debated at the Committee and endorsed.


The Deputy Chairman of the State Revenue Committee Arshak Gasparyan presented for debate in the first reading the draft law on Making Addendum to the RA Law on Weapons.


The member of the RA NA Standing Committee on Defense and Security Gevorg Gorgisyan informed that the draft law was endorsed at the Committee and proposed the deputies to vote for it.


The RA Deputy Minister of Territorial Administration and Infrastructure Hakob Vardanyan presented for debate the draft law on Ratifying the Agreement on Information Cooperation of the Member States of Commonwealth Independent States on Radioactive Source Transportation.


The Chair of the RA NA Standing Committee on Regional and Eurasian Integration Mikayel Melkumyan noted that the draft law was comprehensively debated at the Committee.


The parliament considered in the second reading the draft law on Making Amendments and Addenda to the RA Criminal Procedure Code authored by the RA NA deputies Nikolay Baghdasaryan and Sergey Atomyan.


The Deputy Chair of the RA NA Standing Committee on State and Legal Affairs Anna Karapet yan informed that the considered draft law was endorsed by the Committee and proposed the deputies to vote for it.


Afterwards the draft law on Making Addenda and Amendments to the RA Law on Corruption Prevention Commission and the package of the enclosed presented draft laws authored by the RA NA deputies Nazeli Baghdasaryan and Heriknaz Tigranyan were debated. Nazeli Baghdasaryan noted that the draft law was debated at the Committee and proposed her colleagues to vote for it.


The co-rapporteur, the member of the RA NA Standing Committee on State and Legal Affairs Suren Grigoryan noted that the debated draft law was endorsed by the Committee.


The RA Deputy Minister of Justice Kristinne Grigoryan presented the draft law on Ratifying the Convention of the Member States of Commonwealth Independent States on Transferring the Fulfillment of the Punishments Not Related to the Imprisonment.


The member of the RA NA Standing Committee on State and Legal Affairs Arusyak Julhakyan informed that the debated draft law was endorsed by the Committee.


Kristinne Grigoryan also introduced the draft law on Ratifying the Optional Protocol on the Order of Submitting Messages of the Convention on the Rights of the Child.


The member of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Taguhi Ghazaryan presented the endorsement of the Committee on the debated draft law.


The parliament considered the draft law on Ratifying International Covenant on the Civil and the Political Rights Aiming at the Abolition of the Death Penalty presented by the RA Deputy Minister of Justice Kristinne Grigoryan.


The Chair of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan presented the endorsement of the Head Committee and called on the deputies to vote for the initiative.


The draft law on Making Amendment and Addendum to the Constitutional Law the RA Judicial Code authored by the deputies of the RA NA My Step Faction Vladimir Vardanyan, Anna Karapetyan, Hovhannes Hovhannisyan, Viktor Yengibaryan, Arpine Davoyan, Kristine Poghosyan and Vahagn Hovakimyan was debated in the second reading and for completely passing it.


The draft law on Making Amendments and Addenda to the law on Public Service authored by the Government and the package of the enclosed draft laws were considered in the second reading.


Afterwards the bill on Making Amendments and Addenda to the Law on Bankruptcy and the package of the enclosed presented bills were debated in the first reading presented by the RA Minister of Justice Rustam Badasyan.


The member of the RA NA Standing Committee on State and Legal Affairs Suren Grigoryan presented the endorsement of the Head Committee and called on to vote for the initiative.


The MPs considered the bill on Making Amendments and Addenda to the Constitutional Law the RA Judicial Code and the package of the enclosed bills in the first reading.


The member of the RA NA Standing Committee on State and Legal Affairs Nikolay Baghdasaryan voiced the endorsement of the Committee and called on his colleagues to vote for it.


Afterwards, the bill on Anti-Corruption Committee and the legislative package designing addenda and amendments to a number of laws were debated in the first reading.


The member of the RA NA Standing Committee on State and Legal Affairs Sergey Atomyan presented the endorsement of the Committee and highlighted the adoption of the draft law.


The NA deputies Ani Samsonyan, Lilit Stepanyan, Arman Babajanyan, Heriknaz Tigranyan and Suren Grigoryan expressed their viewpoints on the item.


Edmon Marukyan introduced the viewpoint of the NA Bright Armenia Faction.


In their speeches Sergey Atomyan and Rustam Badasyan touched upon the voiced viewpoints and proposals and presented objection on some of them.


The draft law on Making Amendments and Addenda to the RA Civil Code and the enclosed legislative package to it, the bill on Ratifying the RA Official Documents with Apostille authored by the Government, on Making Amendments and Addenda to the RA Law on State Registration of Legal Persons, the State Accounting of the Legal Persons’ Separated Sub-Units, Institutions and Individual Entrepreneurs and the legislative packages designing amendments and addenda to a number of laws enclosed to it, on Registration of the Civil Status Acts on Making Amendments and Addenda to the RA Law on Narcotics and Psychotropic  Substances and the legislative packages enclosed to it, the bills on Making Addendum to the RA Law on State Duty and on Making Addenda on the Rights of the Child submitted by the NA Bright Armenia Faction were debated in the second reading.
