Draft Laws and International Agreements on Tax Sphere, Protection for Economic Competition and Patents Debated at Sitting of RA NA Standing Committee

At January 13 sitting moderated by Babken Tunyan, the RA NA Standing Committee on Economic Affairs debated in the first reading the draft law on Patents and the package of the enclosed draft laws authored by the Government. As the RA Deputy Minister of Economy Varos Simonyan has assured, a State Liaison Body will be set up, which accepts and discusses the orders of the inventions, carries out their examination, issues the orders and the patents given on their basis, carries out the state registration of the inventions and hands over the patents on behalf of the state.


The MPs discussed in the first reading the package of the draft laws on Making Addenda and Amendments to the RA Law on Approval of List of Goods Imported by Organization and Private Entrepreneurs, That Have '0' Customs Duty Rate and are Not Subject to Excise Taxation and For Which Value Added Tax Shall Not Be Calculated and Collected by Customs Authorities and on Making Addendum to the RA Tax Code, presented by RA Deputy Minister of Economy Avag Avanesyan.


The Chairman of the RA State Revenue Committee Edvard Hovhannisyan presented for debate in the first reading the draft law on Making Amendments and Addenda to the RA Tax Code, as well as the draft law on Making Amendments and Addendum to the RA Code on Administrative Offences authored by the Government.


The Committee members also discussed the draft law on Ratifying the Agreement signed on Exchange of Announcements on the Order of the Recognition of the Official Documents Approving the Residency given by the Liaison Bodies of the Republic of Kazakhstan and the Republic of Armenia in the frameworks of the Convention on Preventing the Exclusion of the Incomes and Double Taxation and Evasion from Taxation and the Protocol enclosed to it between the Government of the Republic of Kazakhstan and the Government of the Republic of Armenia 6 November 2006. The Deputy Chairman of the RA State Revenue Committee Ashot Muradyan presented details on the draft law.


The draft law on Ratifying the Agreement on Trade-Economic Cooperation in the Sphere of Oil Product Supply between the Government of the Republic of Kazakhstan and the Government of the Republic of Armenia was also discussed. The RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan emphasized the necessity of the Agreement signing.


The draft law on Amending the Law on Protection for Economic Competition authored by the Government was considered in the first reading. The Chairman of the State Commission for the Protection of Economic Competition (SCPEC) Gegham Gevorgyan gave details on the draft law.


The debated draft laws and the international agreements were endorsed to be included in the draft agenda of the sixth session of the RA NA seventh convocation.


The Committee members discussed and endorsed a number of bills presented for second debate. The RA NA deputy Mikayel Melkumyan removed the draft law on State Support (one window) of the Investment Programmes and the bill in the second reading on Making Amendments and Addenda to the RA Tax Code authored by the RA NA deputy from the circulation.
