RA NA Standing Committee on State and Legal Affair Endorses a Number of Legislative Initiatives

On December 3, the RA NA Standing Committee on State and Legal Affairs moderated by Vladimir Vardanyan convened the regular sitting.

The draft law on Ratifying the Convention of the CIS Member Nations on Transferring the Implementation of the Punishments Not Related to the Imprisonment, presented by the RA Deputy Minister of Justice Kristinne Grigoryan, was debated. The Convention was signed on 11 October 2019 between Armenia, Belarus, the Republic of Kazakhstan (with reservation), the Republic of Kyrgyzstan, the Russian Federation and the Republic of Uzbekistan.

The draft law was endorsed.

The debated next draft laws on Amending the Law on the RA Citizen's Passport and on Amending the Law on Identification Cards proposes to extend the term of providing non-biometrical passports again, establishing it until 1 January 2022 instead of 1 January 2021.

The package with endorsement will be proposed to include in the draft agenda of the NA upcoming regular sittings. It is designed to hold debates of the package in the first and second readings within twenty-four hours.

The draft law on Ratifying the RA Official Documents with Apostille, presented by the RA Deputy Minister of Justice Vahe Danielyan, was debated in the first reading.

The draft law with the endorsement will be proposed to include in the draft agenda of the RA NA upcoming regular sittings.

The draft law on Making Amendments and Addenda to the RA Law on State Accounting of the Legal Persons' State Registration, the Legal Persons' Separated Subdivisions, Institutions and Individual Entrepreneurs with the enclosed legislative package was also debated in the first reading.

During the exchange of ideas, some MPs have expressed concerns, noting that some amendments being proposed are controversial, and they cannot improve the quality of the citizens' life. The Deputy Minister Vahe Danielyan considered unacceptable the recommendation, urging the participants to additionally discuss them later.

The Committee endorsed the package, and it would be included in the draft agenda of the NA upcoming regular sittings.

The RA Deputy Minister of Justice Vahe Danielyan presented for debate in the first reading the draft law on Registration of Civil Status Acts with the enclosed package.

As a result of debate, the MPs presented a number of recommendations.

The revised draft laws on Amendments and Addenda to the Law on the RA Investigative Committee, as well as on Amendments and Addenda to the Law on State Registration of the Rights towards Property presented by the Government were debated in the second reading and were endorsed by the Committee.
