Issues on Preservation of Gyumri Kumayri Historical-Cultural Reserve-Museum Discussed with the Participation of Stakeholders

On September 25, at the initiative of the deputy of the RA NA My Step Faction Nazeli Baghdasaryan a discussion on the theme Preservation of the Historical-Cultural Structures, Existing Challenges and Legislative Gaps was held in the parliament, where the RA Deputy Minister of Education, Science, Culture and Sport Narine Khachaturyan, the NA deputy Artur Manukyan, the representatives of the RA Prosecutor’s Office, Shirak Marz and Gyumri City Authorities, the NGOs, architects and experts took part.

The problems facing Gyumri Kumayri Historical-Cultural Reserve-Museum, the ways of their solution and the legislation gaps were mainly touched upon.

According to the RA Deputy Minister of Education, Science, Culture and Sport, Gyumri is unique with its historical heritage, and it is necessary to take serious steps for the preservation of the Reserve-Museum and transferring to the next generation. She has also noticed that the acting laws are not very often kept by the inhabitants of the historical buildings and the buildings of relevant bodies.

Nazeli Baghdasaryan referred to the problems of Gyumri Centre, indicated the shortcomings and stressed the necessity of the restoration. She also underlined the role and significance of the Reserve-Museum in the development of tourism.

The participants of the discussion presented the backgroundhistory of the creation of Kumayri Historical-Cultural Reserve-Museum, the problems of the preservation of the monument-houses. The permissions for the construction of the unauthorized structures on the historical territory was considered inadmissible and the necessity of the legislative field complex change was underlined.

Nazeli Baghdasaryan informed that legislative initiative on the unauthorized structures, which would be put into circulation and would become a subject for public wide discussion.

A proposal was made to create a Working Group, which would map the problems of the Reserve-Museum and would present legislative solutions.

Summing up, the key rapporteur noted that similar discussions would be continuous.
