Parliament Convenes Extraordinary Session

On June 30, the extraordinary session of the RA National Assembly was convened on the RA NA deputies’ initiative by the initiator’s established agenda.

The RA NA Prosperous Armenia and Bright Armenia opposition factions did not take part in the works of the session.

By the decision of the National Assembly the agenda debate of the package of draft laws on Making Amendments and Addenda to the Constitutional Law on Constitutional Court and on Ensuring, Service and Social Guarantees of the Officials’ Activities will be held in the special procedure: the debate of the package in the second reading will be held after passing it in the first reading, within twenty-four hours.

The deputies of the RA NA My Step Faction Suren Grigoryan and Vahagn Hovakimyan authored the legislative package.

According to the speaker Suren Grigoryan, the nominations for three vacant posts of the Constitutional Court (CC) judges will take place at the same time, respectively by the Government, the President of the Republic and the General Assembly of the Judges after the Constitutional amendments entered into force on 22 June 2020, i.e. from 26 June. It is designed that the election of the President of the Constitutional Court caused by entering into force of the Constitutional amendments shall be held after electing the vacant posts of the Constitutional Court judges, within ten days.

The legislative basis of resuming the tenure of the CC other judges not suspended their tenure as a result of the Constitutional amendments of 22 June 2020 is specified.

The RA Minister of Justice Rustam Badasyan presented the positive opinion, noting that some proposals of editorial and other character would be done.

The legislative package was passed with 80 for and 1 against votes.

Afterwards the last RA BA draft decision of the agenda onRecognizing Invalid the Decision on Putting the Draft Law of the Constitutional amendments of 6 February 2020 of the RA National Assembly was debated, authored by a group of the RA NA My Step Faction deputies. 81 MPs voted for the draft law. There were no MPs voting against it or abstained.

The debate of the legislative package on Making Amendments and Addenda to the Constitutional Law on Constitutional Court and on Ensuring, Service and Social Guarantees of the Officials’ Activities in the second reading will be held today.
