RA National Assembly Ends Work of Extraordinary Session

On June 25, the RA National Assembly continued the work of the extraordinary session convened on the previous day on the initiative of the Government.

The RA NA Prosperous Armenia Faction did not take part in the session.

The parliament continued the debate of the annual report on the Execution of the RA State Budget for 2019.

The Chair of the RA NA Standing Committee on Defense and Security Andranik Kocharyan made a co-report. He informed that the debates of the executive document of the financial year passed with rather full agenda.

Afterwards, the RA Minister of Labor and Social Affairs Zaruhi Batoyan and the RA Minister of Territorial Administration and Infrastructure Suren Papikyan presented the programmes implemented in 2019 of the structures led by them and the recorded results.

The Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Mane Tandilyan expressed her satisfaction to the members of the Government for taking part in the preliminary debates at high level.

The Chair of the RA NA Standing Committee on Economic Affairs Babken Tunyan has underlined that the state budget for 2019 is the first in  fact, which was has been made up on the bases of the full programme budgeting. The Committee Chair is hopeful that during debating the budget for 2021 full programme budgeting process will be recorded.

Edmon Marukyan presented the viewpoint of the RA NA Bright Armenia Faction on the Annual Report of the Execution of the State Budget for 2019.

Touching upon the fact that the execution document is under debate with the MPs of the parliamentary two factions. Edmon Marukyan has opined that in the political aspect the authorities are not interested in the boycott of any opposition faction.

Edmon Marukyan has informed that the Bright Armenia Faction will vote against the execution of the RA state budget for 2019 and has urged the Government to get engaged in improving the people’s life.

The Head of the RA NA My Step Faction Lilit Makunts delivered a speech on behalf of the Faction. Lilit Makunts has noted that the programmes of the previous year of the Government on the executive document of the state budget for 2019 are inclined to rectify the shortcomings of several decades of years, which related to the spheres of army, road construction, health and social problems.

Regarding the boycotts of the opposition factions Lilit Makunts has stated that it is not interesting for the majority in the political aspect. She has added that the right of the opposition is to boycott, participate or not participate in the debates going on in the NA.

Answering to the criticism on making the opposition silent, the speaker has noted that if not impeding the legal processes is considered to make the opposition silent, then they are not honest with the citizens in the formulations related to creating a legal state.

The Head of the Faction also referred to the criticism of making silent the opposition journalists, underlining that we shall read press to understand what percentage of them praises  the authorities and what percentage criticizes them, by the way, not based on the facts, but the invention.

The RA NA Speaker Ararat Mirzoyan gave a speech on the Annual Report on Execution of the RA State Budget for 2019.

The Head of the Parliament informed that the debates on the execution document of the state budget for 2019 went on as granted, and numerous debates in content were held.

According to Ararrat Mirzoyan, there is no social crisis and there has not been in the RA during the year 2019, moreover, there have been essential achievements and real steps, which have been recorded, and the RA citizen picks up the fruits. To him, during this year non-forecast difficulties have emerged conditioned by the pandemic, which are brilliantly overcome by the initiated and developed targeted programmes by the Government.

The Speaker of the National Assembly has underscored that there is no economic crisis in Armenia. According to the Head of the Parliament, in 2019, with the efforts of the Government and the Parliament, the country paved an unprecedented development path, and we shall pick up its fruits already, if not the crisis conditioned by the pandemic and even in these conditions, the Government succeeds to keep the economic situation at sable and decent level.

To the conviction of the Speaker of the Parliament, there is also no political crisis, as they try to imitate: “At this moment the RA political field reminds me a big construction site, a big crater, where new political thoughts, new political forces shall be formed, and in this crater pseudo-political forces, the motivation of which is money, corruption and bribery, will disappear forever. In the very close future, we will see what forces will be borne or what forces will pass through this path and will remain as political forces. And there will be political forces bearing high values of the RA self-sovereignty, the people’s welfare, the dignified citizen of Armenia, human rights, democracy and freedom. We’ll meet at the end of that road, if you come,” concluding his speech the NA Speaker said.

The RA Prime Minister Nikol Pashinyan delivered a speech on the Annual Report of Execution of the RA State Budget for 2019.

First, the RA Prime Minister wished health all the MPs infected by coronavirus, then noted that he would not speak about digital indices of the budget execution for 2019, but about the raised issues.

According to him, only a month ago the most prestigious organization which follows the situation of freedoms, has recorded that during the whole history of its reports Armenia has registered the two-year highest progress in the sphere of democracy, human rights and freedom of speech.

The parliament in the second reading debated the draft laws on Making Addendum to the Law on Education, on Making Amendments and Addenda to the RA Law on State Allowances, on Making Addendum to the Constitutional Law the RA Judicial Code and the package of the enclosed draft laws.

According to the RA Deputy Minister of Finance Arman Poghosyan, the deputies of the RA NA My Step Faction presented two recommendations in the content of the draft law on Making Amendments and Addenda to the RA Tax Code during the period of the debates from the first to the second reading. The two recommendations were accepted, and certain editorial amendments were also made.

In their speeches the MPs have stressed that the reforms are unequivocally necessary, the system of new real estate shall be effective and fair.

The National Assembly with 74 for and 9 against votes passed he NA draft decision on Approving the Annual Report on the RA State Budget Execution for 2019.

The parliament also by voting passed the draft laws on Making Addendum to the Law on Education, on Making Amendments and Addenda to the RA Tax Code, on Making Amendments and Addenda to the RA Law on State Allowances and on Making Addendum to the Constitutional Law the RA Judicial Code and the package of the enclosed draft laws.

The Chairman of the Central Electoral Commission (CEC) Tigran Mukuchyan presented to the parliamentarians the report on the RA CEC activities.

Tigran Mukuchyan answered to the MPs’ questions, which mainly related to the standards of the electoral commissions’ formation and the order of filling in the vacant posts, not held and postponed elections of the local self-government during the financial period, the possibility for the use of the new approaches and mechanisms during the elections of the local self-government to be held next year.

Afterwards the Chairman of the RA Central Bank (CB) Martin Galstyan presented the Annual Report on the Activities of the RA Central Bank.

First, the speaker presented the results of the implementation of the previous year monetary-credit policy programme, then the monetary-credit policy programme approved in the first quarter of the current year.

It has been noted that the CB in its turn continues to monitor and analyse the created situation, works out possible different scenarios, and it is consistent to ensure the price stability in the RA in any case of development.

Afterwards the Chairman of the Audit Chamber Levon Yolyan presented for debate the Annual report on the Activities of the RA Audit Chamber for 2019.

Levon Yolyan touched upon the results of the Audit Chamber-Parliament practical cooperation. He has introduced the data of the audit in the spheres of social security, education, science and culture, health care, energy and other spheres, also referred to the activity programme of the Audit Chamber for 2020, which is inclusive and ambitious.

The MPs tried to specify through questions and speeches some provisions of the document, presented their viewpoints, spoke about the activities of the Chamber and its Head, the content of the report and non-sufficient procedure of the disclosure of some cases. Levon Yolyan detailed the auditing and the data existing there.

Covering the agenda of the extraordinary session the National Assembly ended the work.
