RA National Assembly Convenes Extraordinary Session

On June 24, pursuant to Article 100 of the RA Constitution and Article 44 of the Constitutional Law of the Rules of Procedure of the National Assembly, on the initiative of the Government, the extraordinary session of the National Assembly was convened by the initiator’s established agenda.

The parliament passed the NA draft decision on the special procedure of the debate of the agenda items, according to which, the debate of a number of agenda items will be organized after passing them in the first reading within 24 hours.

The RA Deputy Minister of Finance Armen Hayrapetyan presented for debate of the parliament draft law on Ratifying the Letter-Agreement on Involving the Use of the Stand-By Arrangement (SBA) Means and Additional Borrowing Means signed on 23 May and 1 June 2020 between the Republic of Armenia and the International Monetary Fund (IMF).

The questions addressed to the Deputy Minister of Finance related to the stand-by fund and financial stability of Armenia.

The key speaker, the member of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Yeghishe Soghomonyan noted that the Agreement was debated in the Committee and endorsed. He called on his colleagues to vote for the draft law.

The RA First Deputy Minister of Justice Rafik Grigoryan presented for the parliamentarians’ debate in the first reading the package of draft laws on Making Amendments and Addendum to the RA Administrative Procedure Code and on Administration Bases and Administrative Procedure authored by the Government.

The MPs underlined in their speeches that the presented draft law caused stormy response of the state bodies and the representatives of the different layers of the society.

The RA Deputy Minister of Finance Arman Poghosyan presented the draft law on Making Amendments and Addenda to the RA Tax Code in the first reading.

The representatives of the NA Factions presented viewpoints on the initiative.

The Head of the RA NA Bright Armenia Faction Edmon Marukyan took the floor on behalf of the Faction and informed that they would vote against the initiative.

Babken Tunyan presented the viewpoint of the RA NA My Step Faction and gave clarifications to the concerns voiced in the opposition deputies’ speeches.

In his final speech the RA Deputy Minister of Finance Arman Poghosyan answered to the MPs’ questions.

The draft law on Making Addendum to the Law on Education authored by the Government was debated in the first reading presented by the RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan.

The parliament also debated in the first reading the draft law on Making Amendments and Addenda to the RA Law on State Allowances presented by the RA Deputy Minister of Labor and Social Affairs Smbat Saiyan.

The parliament debated in the first reading the package of draft laws on Making Amendment and Addenda to the RA Law on State Registration towards the Rights of Property, on Making Addenda to the RA Law on Notary office and on Making Addendum to the RA Law on State Duty presented by the RA First Deputy Minister of Justice Rafik Grigoryan.

The National Assembly debated in the second reading and for completely passing the package of draft laws on Making Amendments and Addenda to the RA Administrative Procedure Code and on Making Amendments and Addendum to the RA Criminal Procedure Code.

The legislative package on Making Addendum to the Constitutional Law the RA Judicial Code, on Remuneration of Persons in State Posts and State Service Posts authored by the Government and presented by the RA Deputy Minister of Justice Srbuhi Galyan was debated in the first reading.

Afterwards the parliament debated the Annual Report on the RA State Budget Execution for 2019 presented by the RA Minister of Finance Atom Janjughazyan.

The RA Minister of Finance informed that the Annual Report was debated in detail at the Standing Committees of the National Assembly.

Atom Janjughazyan touched upon the main macro-economic indices of the Annual Report, the formation of the budgetary incomes, the tax and customs policy, the expenditures and the deficit.

The Minister gave clarifications to the MPs’ questions relating to the efficiency of the implemented programmes, the reasons of the under-financing of some spheres, the tax-budgetary policy, etc.

The RA Chairman of the Central Bank (CB) Martin Galstyan presented the conclusion of the CB on the report and noted that the year 2019 was favourable in the macro-economic aspect.

Presenting the conclusion of the Audit Chamber on the Report the Chairman of the Audit Chamber Levon Yolyan spoke about qualitative problems, presented considerations and facts on the solution of a number of items. The Audit Chamber presented its endorsement on the Report.

In his co-speech the Deputy Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan voiced quantitative and qualitative evaluations on the steps aimed at the implemented amendments, the positive moves taken and programme indices in different spheres, the rise of the competiveness of the defense sphere, the work efficiency in the state administration sphere.

The parliament passed by voting the items debated during the day.

The National Assembly will continue the work of the extraordinary session on June 25 at 11:00.
