Execution of RA State Budget for 2019, Draft Laws on RA CB and RA Audit Chamber Annual Programmes and Banking System and Accounting Debated

At June 15 sitting moderated by Mane Tandilyan, the RA NA Standing Committee on Financial-Credit and Budgetary Affairs debated in the first reading the bill on Making Amendments and Addenda to the RA Law on Banks and Banking Activity authored by the NA deputy Artak Manukyan.

The co-speakers the NA deputy Yeghishe Soghomonyan and the Deputy Chairman of the Central Bank Nerses Yeritsyan highlighted the adoption of the draft law and called on to vote for it. The draft law was endorsed.

The RA Deputy Minister of Finance Arman Poghosyan has assured that the obligation of the RA Ministry of Finance is distinctly established.

The MPs mainly were for the draft law and endorsed it.

The Committee members debated the draft law on Ratifying the Agreement on Financial Cooperation of 2016 between the Government of the Republic of Armenia and the Government of the Federal Republic of Germany. The RA Deputy Minister of Finance Armen Hayrapetyan informed that the Agreement on Financial Cooperation of 2016 was signed on 24 October 2019 between the Governments of the Republic of Armenia and the Federal Republic of Germany. After voting, the Committee voted for it.

The RA Minister of Finance Atom Janjughazyan presented, the Committee members debated and approved the NA draft decision on Approving the Annual Report on the RA State Budget Execution for 2019.

The RA Minister of Finance also introduced the certificate on the procedure of the first quarter of the RA State Budget for 2020.

The RA CB Chairman Martin Galstyan presented the annual report on the RA Central Bank activities.

The CB Chairman also touched upon the import and export volumes, different problems of economy, as well as the indices of the first quarter of the current year related to coronavirus.

The annual report on the activities of the RA Audit Chamber activities for 2019 was debated. The Chairman of the Audit Chamber Levon Yolyan informed that in 2019 the framework of the audit included the spheres of social security, science, education, culture, health, energy, defense and security, state debt, economy, infrastructures, etc.

The law on Amending the RA Civil Code authored by the Government and the enclosed package of draft laws authored by the Government were debated in the second reading and endorsed. According to the RA Deputy Minister of Economy Naira Margaryan, technical rectifications were made from the first to the second reading.
