Parliament Ends Work of Regular Sittings

On June 3, the RA National Assembly continued the work of the regular sittings passing by voting the bills debated on the previous day.

The legislators continued the debate of the bill on Making Amendments and Addenda to the RA Civil Code authored by the RA NA Bright Armenia Faction.

The legislative package of the draft laws on Making Amendments and Addenda to the RA Constitutional Law the Rules of Procedure of the National Assembly, on Making Amendment and Addenda to the Constitutional Law the RA Judicial Code and on Making Addenda and Amendment to the RA Constitutional Law on Constitutional Court authored by the deputy Vahagn Hovakimyan was debated in the first reading.

Anna Karapetyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs, and the RA Deputy Minister of Justice Vahe Danielyan presented the positive position of the Government.

Afterwards the package of the draft laws on Making Amendments and Addenda to the Constitutional Law the Rules of Procedure of the National Assembly, on Making Addendum to the RA Law on Public Service, on Making Amendment and Addendum to the RA Law on Remuneration of the Persons Occupying State Posts and the State Service Posts authored by the deputies Mkhitar Hayrapetyan, Artak Manukyan, Hamazasp Danielyan, Sergey Bagratyan, Vladimir Vardanyan and Artur Davtyan was debated in the first reading.

The deputies’ questions related to the steps taken for making the works of the RA NA Standing Committees more transparent, the reports of the Standing Committees and the parliamentary diplomacy.

Anna Karapetyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs noted that the draft law was endorsed and called on her colleagues to vote for it.

The RA Deputy Minister of Justice Vahe Danielyan has noted the brief submission by the Committees is admissible by the draft law: the international experience was also studied.

Regarding the item, the RA NA Speaker Ararat Mirzoyan has underlined that the members of the executive bodies and he heads of the departments as a rule refrain from expressing stressed positions on the amendments of the Constitutional Law the Rules of Procedure of the National Assembly, which relate to the process of the organization of the inner works of the National Assembly. According to the NA Speaker, the detailed analysis of the arguments, the budget of the exaggeration, the created other circumstances on the state government system may start and start from other departments.

In their speeches, the MPs have highlighted the urgency of the perception of the accountability institute and the extension of its frameworks, the integrated work of the Committees, the steps taken at the rise of the parliament’s role, the development of the hearings’ institute, underlining that they are for the initiatives aimed at raising the efficiency of the parliamentary works.

Mkhitar Hayrapetyan in his speech once again has confirmed that the National Assembly has need for the involvement of the professional resource in the parliamentary government country.

The deputy of the RA NA Prosperous Armenia Faction Mikayel Melkumyan has noted that they are for the adoption of the law.

The Chair of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan called on his colleagues to vote for the draft law.

In his final speech, the Deputy Minister of Justice Vahe Danielyan has noted that their observations on creation of the control tools are aimed at only making them better.

In his concluding speech Mkhitar Hayrapetyan thanked his colleagues and expressed readiness to debate the presented recommendations during the period from the first to the second reading.

Afterwards the parliament debated the draft law on Making Amendments and Addenda to the Law on Advocacy authored by the RA NA deputy Vladimir Vardanyan.

The member of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Artur Hovhannisyan noted that the draft law was endorsed at the Committee and called on to vote for it.

In his final speech, Vladimir Vardanyan underlined that relevant amendments would be made from the first to the second reading and called on to vote for it.

The package of the bills on Amending the RA Law on Civil Status Acts and on Making Amendment and Addendum to the RA Law on Public Service Registration Number authored by the Government was debated in the first reading, presented by Vahe Danielyan.

The Deputy Chair of the RA NA Standing Committee on State and Legal Affairs Anna Karapetyan voiced the endorsement of the Committee.

The MPs debated in the first reading the package of bills on Making Amendments and Addenda to the RA Law on Military and Industrial Complex and on Making Addenda and Amendments to the RA Law on Defense authored by the Government. The RA Deputy Minister of Hi-Tech Industry Gor Melikyan presented the package of bills.

According to the deputy Tigran Karapetyan, the RA NA Standing Committee on Defense and Security endorsed the package, and he urged his colleagues to vote for the initiative.

The bill on Making Amendments and Addendum to the RA Law on Property Tax authored by the Government was also debated in the first reading, presented by the RA Deputy Minister of Defense Gabriel Balayan.

The member of the RA NA Standing Committee on Defense and Security Aren Mkrtchyan presented the endorsement of the Committee.

The RA Deputy Head of Police presented for debate the draft law on Ratifying the Protocol on the Procedure for Transferring Narcotic Drugs, Psychotropic Substances and Their Precursors, Firearms and Their Essential Parts, Ammunition, Explosives and Explosive Devices where such Items Constitute Physical Evidence in Criminal Cases as Evidence for Criminal Cases. The Protocol was signed by Azerbaijan (with reservation), Armenia (with reservation), Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.

The member of the RA NA Standing Committee on Defense and Security Armen Khachatryan presented the endorsement of the Committee

The draft law on Making Amendment and Addenda to the Law on Local Self-Government was debated in the first reading procedure.

The RA Deputy Minister of Environment Irina Ghaplanyan presented the advantages of the draft law.

The member of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Meri Galstyan presented the endorsement of the Committee.

The RA Deputy Chairman of the State Revenue Committee Mikayel Pashayan presented for debate the draft law on Ratifying the Agreement on the Mechanism of Postponing the Importation of Goods to Eurasian Economic Union Customs’ Territory.

The member of the NA Standing Committee on Regional and Eurasian Integration Narek Mkrtchyan endorsed the endorsement.

The parliament passed by voting the bills and the legislative packages included in the agenda of the regular sittings and debated.

The Chairman of the Commission on Television and Radio Tigran Hakobyan presented for debate the Annual Report on the Activity of the Commission on Television and Radio for 2019.

According to the Commission Chairman, the Commission has no financial independence, the norms of which are accepted in the civilized world.

The parliament will continue the debate of the item at the next regular sitting.

The National Assembly ended the work of the regular sittings. The other items included in the agenda would be debated during the next regular sittings.
