At Sitting of RA NA Standing Committee on State and Legal Affairs

At May 23 regular sitting moderated by Vladimir Vardanyan the RA NA Standing Committee on State and Legal Affairs endorsed the revised draft law on Making Amendment and Addendum to the RA Constitutional Law the RA Judicial Code authored by the RA NA deputy Arman Babajanyan, which was debated in detail during the previous sittings of the Committee.

The debate of the bill on Making Addendum to the RA Civil Procedure Code authored by the RA NA deputies Gevorg Petrosyan, Shake Isayan, Janibek Hayrapetyan, Arayik Aghababyan was postponed until Monday, May 25 conditioned by the key speaker’s absence.

According to the Committee Chair, working debates were organized with the representatives of the judicial sphere.

As the RA Deputy Justice Vahe Danielyan presented, the legislative package on Amending the RA Law on the Acts of Civil Acts authored by the Government was debated and endorsed.

The bill on Amending the RA Constitutional Law the Rules of the National Assembly authored by the RA NA Bright Armenia Faction proposes to give the NA Factions an opportunity to convene unlimited parliamentary hearings.

Vladimir Vardanyan informed that he proposed the RA NA Bright Armenia Faction to make a recommendation. Hence, the Committee Chair urged the attendees not to vote for the amendment.

The draft law was not proved by the Committee.

The legislative package on Making Amendments and Addenda to the RA Constitutional Law the Rules of the National Assembly authored by the RA NA deputies Mkhitar Hayrapetyan, Artak Manukyan, Hamazasp Danielyan, Sergey Bagratyan, Vladimir Vardanyan, Atur Davtyan proposed more than a dozen of amendments.

As the key speaker Mkhitar Hayrapetyan has informed, the amendment proposes that the Committee Chair will submit a brief report to the National Assembly and the community after covering the agenda items of the last regular sitting of every regular sitting, stemming from the principles of transparency and accountability.

The RA Deputy Minister of Justice Vahe Danielyan presented the recommendations of the Government related to the item.

In their speeches the MPs have highlighted the amendments being proposed and have reaffirmed that they are for rise of the parliament’s role.

The RA NA deputy Hamazasp Danielyan presented a number of recommendations.

The Committee presented the endorsement on the draft law.

The legislative package on Making Addendum to the RA Law on Legal Regime of the State of Emergency authored by the RA NA deputy Tigran Urikhanyan and on Making Addendum to the RA Civil Code was debated in the first reading.

The Deputy Chairman of the RA Central Bank Nerses Yeritsyan presented the negative position of the Government. The initiative was not endorsed.

The bill on Making Amendments and Addendum to the RA Civil Code authored by the RA NA Bright Armenia Faction was also debated in the first reading. The key speaker Taron Simonyan presented the details on the bill.

In Vahe Danielyan’s opinion, the initiative will not be of any use in practice. The executive body proposes to abstain from the amendments. The Committee did not approve the draft law.

The debate of the bill on Making Addendum to the RA Constitutional Law the Rules of Procedure of the National Assembly authored by the NA deputy Tigran Urikhanyan was postponed for two months.

The Committee will continue the debate of the agenda items on May 25 at 10:00.
