Parliament Continues Debate of Report on Procedure of the RA Government Programme Implementation for 2019 and Its Results

On May 8, the RA National Assembly continued the debate of the Report on the Procedure of the Implementation of the RA Government Programme for 2019 and Its Results approved by the N 65-A decision of the RA Government of 8 February 2019, listening to the MPs’ viewpoints on the item under debate.

Before passing to the speeches, the RA NA Speaker Ararat Mirzoyan congratulated the RA citizens on Shushi Liberation Day, assessing it as a glorious event in the history of the Republic of Armenia. The representatives of the political forces of the parliament presented viewpoints on the item.

While making his speech the Head of the RA NA Bright Armenia Faction Edmon Marukyan an incident happened with the deputy Sasun Mikayelyan, and because of that, the NA Speaker interrupted the sitting.

After the break, touching upon the incident happened in the parliament Edmon Marukyan considered it political.

After his speech, the deputies of the RA NA Bright Armenia Faction left the session hall.

The Head of the RA NA My Step Faction Lilit Makunts presented the position of the Faction. She apologized on behalf of the Faction and her from the RA citizens and all the compatriots. The Head of the Faction has informed that the Bright Armenia Faction tries to provoke through many weeks.

“Dear compatriots, everything has begun from the law on Levying of Illegal Property, from the moment, in relation to that the Bright Armenia Faction also expressed its position, without voting for that draft law,” she noted.

Regarding the executive document of the RA Government Programme for 2019, she has noted that the actions of the Government have been aimed at strengthening of democracy, the fight against corruption, the economic development, the solution of the social problems in Armenia, the strengthening of the authority and the positions of the state at the international sphere, as well as raising the country’s security and defense level. Underlining the close cooperation policy of the Government with the civil society, the speaker has noted that the executive body shows inclusive approach, including the parliamentary majority, the opposition and the civil public, as well as the professional groups. Lilit Makunts also highlighted the participation of all parliamentary forces in the elaboration of the strategic and conceptual packages aimed at the agendas of the Government reforms.

The RA Prime Minister Nikol Pashinyan delivered his concluding speech.

Afterwards the parliament debated the draft law on Ratifying the Beijing Treaty on Audiovisual Performances.

The Deputy Minister of Economy Naira Margaryan presented the necessity of signing the Beijing Treaty.

Iveta Tonoyan presented the endorsement of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport.

The Deputy Minister of Economy presented for debate the draft law on Ratifying the Protocol on the Protection of Industrial Designs to the Eurasian Patent Convention of 9 September 1994.

The MP Vahe Hovhannisyan presented the endorsement of the Head Committee.

The parliament in the first reading debated bill on Amending the RA Law on the Structure and Activity of the Government authored by the RA Government and the package of the bills presented to it.

The deputy Artur Davtyan presented the positive position of the RA NA Standing Committee on State and Legal Affairs.

The bill on Making Addendum to the RA Criminal Code authored by the RA Government was debated in the first reading, presented by the RA Minister of Labor and Social Affairs Zaruhi Batoyan.

The MP Sergey Atomyan presented the endorsement of the Head Committee.

The RA Deputy Minister of Economy Varos Simonyan presented for debate the draft law on Ratifying the Agreement on Trade in Services and Investment between the Republic of Armenia and the Republic of Singapore.

The RA NA deputy Aleksandr Avetisyan presented the endorsement of the RA NA Standing Committee on Regional and Eurasian Integration.

The RA Deputy Minister of Justice Kristinne Grigoryan presented for debate the draft law on Ratifying the Convention of the Council of Europe on Protection of Children from Sexual Exploitation and Sexual Abuse.

The member of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Maria Karapetyan presented the endorsement in her co-report.

Touching upon the concerns of the Prosperous Armenia Faction on some provisions of the draft law Naira Zohrabyan presented the viewpoint of the Faction. She noted that in the near future they would make relevant legislative initiatives.

In his final speech the Deputy Minister of Justice Kristinne Grigoryan touched upon the MPs’ questions, observations, clarified the provisions concerning the punishments stipulated by the Criminal Code and talked about the shortcomings existing in the legislative field.

The parliament debated in the second reading the draft laws on Amending the RA Civil Code authored by the RA NA deputies Artur Davtyan, Anna Karapetyan, Nazeli Baghdasaryan, Sergey Atomyan on Making Amendments and Addenda to the Law on Pardon authored by the RA Government, the RA NA deputies Naira Zohrabyan and Vahe Enfiajyan and on the RA State Prizes authored by the Government and the enclosed draft laws.

Afterwards the parliament debated the draft law on Amending the Law on Advocacy authored by the RA NA deputies Naira Zohrabyan and Shake Isayan.

The co-reporter, the member of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Sargis Khandanyan informed that the draft law was endorsed, and he proposed his colleagues to vote for it.

The co-reporter the RA Deputy Minister of Justice Vahe Danielyan thoroughly presented the amendments proposed by the Government, also answering the MPs’ questions.

During the exchange of ideas, the MPs touched upon the works of the Office of the Public Defender and its opportunities.

The RA Deputy Minister of Justice Srbuhi Galyan presented to the parliamentarians the draft law on Amending the RA Criminal Procedure Code and the package of the enclosed draft laws authored by the Government.

The co-speaker the member of the RA NA Standing Committee on State and Legal Affairs Sergey Atomyan informed that the draft law was endorsed at the Committee. Highlighting the necessity of the adoption of the draft law Sergey Atomyan called his colleagues to vote for it.

The National Assembly will continue the work of the sitting on May 11, at 10:00.
