Parliament Begins Work of Regular Sittings

On May 5, the RA National Assembly began the work of the regular sittings The MPs debated the issue of including the bills without endorsement by the Head Committees in the agenda of the fourth session of the NA seventh  convocation. As a result of debate, the parliament refused their inclusion in the agenda of the session.

After forming the agenda of the session and the regular sittings, the MPs in the first reading debated the draft law on Making Amendments and Addendum to the RA Law on Purposeful Use of the Environmental Tax Being Paid by the Companies, which presented the RA Deputy Minister of Territorial Administration and Infrastructure Lilia Shushanyan.

 The member of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Mary Galstyan in her report touched upon the main amendments and also underlined the information on the programmes being implemented by the communities. The Committee endorsed the draft law.

Noting the positive impact of the initiative on the communities the MPs in their speeches and questions talked about the definition of the incentive communities and their increase, the work in the profile ministries, the influence on the purposeful programmes, the separation of the environmental programmes and their specification, the disclosure of the losses caused by the mining company, etc.

The draft laws on Making Addendum to RA Tax Code authored by the NA Bright Armenia Faction, on Amending the RA Law on Pre-School Education authored by the Government and the bill on Medical Aid and Service to the Population and the legislative package enclosed to it.

The RA Deputy Minister of Health Anahit Avanesyan presented for debate the draft law on Ratifying the Agreement on Cooperation between Member Nations of the Commonwealth of Independent States in the Fight Against Growth of Prevalence of Diabetes.

In his speech the member of the RA NA Standing Committee on Health Care and Social Affairs Hrachya Hakobyan presented the endorsement of the Committee.

The bills on Making Addendum to the Law on Local Self-Government authored by the deputies Sergey Bagratyan, Vardan Vardanyan, Tigran Stepanyan,, Hrant Madatyan, Davit Manukyan, Janibek Hayrapetyan and Sona Ghazaryan and on Making Addendum to the Law on Foreigners authored by the RA NA Deputy Speaker, the deputy of My Step Faction Alen Simonyan were debated in the second reading to completely pass it.

The parliament debated the NA draft decision on Extending the Term of the Process of the RA Overland Passenger Transport and the Activities of the Investigative Committee Studying the Activity of the Serving, Coordinating and Controlling Authoritative Bodies of the Sphere for 2016-2019. The Committee Chair Artyom Tsarukyan proposed to extend the term of the authorities of the Investigative Committee for 6 months.

The RA Deputy Minister of Economy Tigran Gabrielyan presented the draft law on Amending the RA Law on Fodder authored by the RA Government and the MPs debated it in the first reading.

In her report Tatevik Gasparyan presented the endorsement of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment.

The bill on Amending the RA Civil Code authored by the RA Government and the package of bills designing amendments and addenda to the enclosed laws were also debated in the first reading. According to the RA Deputy Minister of Economy Naira Margaryan, it is proposed to equalize the leasing tool and its use framework to financing and other loaning tools.

The RA NA Standing Committee on Financial-Credit and Budgetary Affairs did not endorse the package of bills.

At the last sitting of the day, in accordance with the RA Constitutional Law the NA Rules of Procedure, the RA NA deputies made announcements.

The parliament will continue the work on May 6.
