A Number of Legislative Initiatives on Education Sphere Debated

On April 29, the regular sitting of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport moderated by Mkhitar Hayrapetyan was convened.

In accordance with Article 196 of the RA Constitution and Article 43 of the Law on Television and Radio, the Chairman of the National Commission on Television and Radio Tigran Hakobyan presented the annual programme on the Activity of the Commission on Television and Radio for 2019.

The Committee Chair Mkhitar Hayrapetyan noted that serious reforms would be carried out in the sphere of television and radio reaffirming the fact of the readiness of cleaning the air from the garbage and undertaking consistent steps.

The RA NA Deputy Speaker Alen Simonyan presented the draft law on Making Addendum to the Law on Foreigners.

Highlighting the necessity of the draft law the NA deputy Arsen Julfalakyan proposed his colleagues to vote for it.

The Head of the Migration Service of the RA Ministry of Territorial Administration and Development Armen Ghazaryan noted that the executive body had no objections.

The RA Deputy Minister of Economy Naira Margaryan presented the draft law on Ratifying the Beijing Treaty on Audiovisual Performances to the Committee members.

The draft laws were endorsed.

The RA First Deputy Minister of Justice Rafik Grgoryan presented the draft law on the RA State Prizes authored by the government. He noted that a number of amendments had been made during the period from the first to the second reading, and the item of the formation of the commissions was specified.

The debated legislative initiative was endorsed.

The RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan presented the draft law on Amending the RA Law on Pre-School Education.

The RA NA deputy Sofia Hovsepyan touched upon the draft law and answered to the Committee members’ questions concerning the activities, the licensing of the pre-school institutions, the training of the employees, the formation of the regional inspection groups and their activities.

The Deputy Chair of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Hovhannes Hovhannisyan evaluated the work done, relating to some provisions of principle.

The Chair of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Mkhitar Hayrapetyan noted that the draft law proposed a number of systemized solutions and urged his colleagues to vote for it.

The debated draft was also endorsed.

Afterwards the RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan presented the report on the Procedure of the RA Government Programme for 2019 approved by 8 February 2019 N 65-A Decision of the Government and Its Results relating to the activity of the department led by him.

The speaker especially highlighted the reforms of the educational system. The Minister also answered to the MPs’ questions.

The High Commissioner for Diaspora Affairs Zareh Sinanyan referred to the abovementioned report concerning the activities of his department.

Zareh Sinanyan answered to the Committee members’ questions, which related to repatriation, the relevant programmes ensuring the immigration and the legislative initiative on Repatriation.
