A Number of Bills Concerning Tax Sphere, State Duty and Lithosphere Use Debated

At April 7 sitting moderated by Babken Tunyan, the RA NA Standing Committee debated in the first reading the report on the Procedure and Results of the Programme Implementation for 2019 of the Government of the Republic of Armenia.

The RA Minister of Finance Atom Janjughazyan noted that during the financial period the designed strategic programmes were implemented.

Afterwards the members of the Government and the heads of the departments briefly presented the programmes implemented in 2019 in different spheres, touched upon the existing problems and highlighted their urgent solution.

The draft law on Recognizing Invalid the RA Law on the Investment Programme for Processing Industrial Dumps Accumulated and Accumulating in Voghji, Pkhrut, Artsvanik Tailing Dumps, as well as Generated and Generating as a Result of the Activity of Zangezur Copper Molybdenum Combine Closed Joint Stock Company (CJSC) was debated in the first reading.

The position of the Government on the item was positive. But Mary Galstyan proposed to postpone the voting of the draft law for two months for specifying some items.

The Committee members debated in the first reading the draft law on Making Amendments and Addenda to the RA Tax Code authored by the NA deputy Gevorg Papoyan. The MP accepted all the recommendations presented by the Government. The draft law was endorsed.

The RA NA deputy Mikayel Melkumyan informed in relation to the bill on Amending the RA Tax Code that the amendments made by him had been made by the decision of the Government, that is why he postponed the voting of the draft law.

The draft law in Amending the RA Tax Code authored by the Government was also debated. The Head of the RA Health and Labor Inspectorate Hakob Avagyan clarified the necessity of the adoption of the draft law.

The draft law was endorsed by voting to include it in the draft agenda of the fourth session of the NA seventh convocation.

The deputies debated in the second reading and endorsed the draft laws on Making Addenda to the Law on Energy presented by the NA deputies Artak Manukyan and Babken Tunyan and on Making Amendments and Addenda to the Law on Customs Regulation authored by the NA deputy Sisak Gabrielyan. After the first reading proposals of technical character on two draft laws were presented.

The debate of the draft law on Amending the Law on State Duty authored by the RA NA Deputy Speaker Alen Simonyan and the NA deputy Artak Manukyan was postponed for two months by the authors’ proposal.
