RA National Assembly Ends Work of Regular Sittings

On March 25, the parliament continued the work of the regular sittings. The deputies by voting passed the legislative initiatives debated on the previous day. The bills on Making Addendum to the RA Tax Code and on Making Addendum to the RA Law on Local Self-Government authored by the Bright Armenia were not passed.

The deputy of the Bright Armenia Faction Mane Tandilyan proposed to move the bill on Making Addendum to the RA Tax Code. The proposal was passed by voting.

Afterwards the parliamentarians in the first reading debated the draft law on Making Addenda to the RA Water Code authored by the Government, which presented the RA Minister of Environment Erik Grigoryan.

The member of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Mary Galstyan presented the endorsement of the Committee.

The bill on Making Addenda to the RA Law on Trade and Services authored by the Government was also debated in the first reading, presented by the RA Minister of Environment Erik Grigoryan.

The member of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Committee Mary Galstyan presented the endorsement of the Head Committee. She noted that the initiative was in detail debated at the Committee and called on her colleagues to vote for it.

The parliament in the first reading debated the draft law on Ratifying the Agreement on Navigation.

The key speaker, the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan presented the draft law.

The Deputy Chair of the RA NA Standing Committee on Regional and Eurasian Integration Armen Pambukhchyan presented the endorsement of the Head Committee.

The MPs debated the draft law on Ratifying the Fourth Protocol on Amending the Agreement on Main Principles of Military-Technical Cooperation between the Treaty Participant States on Collective Security of 12 May 1992 authored by the Government presented by the RA Deputy Minister of Defense Tigran Balayan.

The Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan presented the endorsement of the Head Committee.

The bill on Making Amendment and Addendum to the Law on Compensation of the Damages Caused to the Life and Health of the Servicemen during the RA Defense, the bills on Making Addendum and Amendment to the Civil Procedure Code, on Making Amendments and Addenda to the Constitutional Law the RA Judicial Code and the enclosed presented packages of the bills   authored by the RA Government were debated in the second reading.

The RA Minister of Justice Rustam Badasyan presented for debate in the first reading the draft law on Making Amendments and Addenda to the RA Criminal Procedure Code.

The deputy Nikolay Baghdasaryan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs.

Afterwards the draft law on Making Amendments and Addenda to the RA Law on Television and Radio was debated in the first reading.

The RA Deputy Minister of Justice Vahe Danileyan introduced the draft law.

In his speech the member of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Vahagn Tevosyan talked about the positive and controversial items of the draft law.

Anna Kostanyan touched upon the disputable provisions of the draft law and emphasized the due control in case of adoption of the document.

According to the Deputy Speaker of the Parliament Alen Simonyan, an alternative will be created in the monopolized field.

To Hovhannes Hovhannisyan’s conviction, the draft law will give an opportunity to free the market from the monopolies.

Sofia Hovsepyan, being for the liberalization of the market, expressed concerns in relation to the content of the advertisement.

Nikolay Baghdasaryan tried to get clarification over some provisions of the draft law.

Mkhitar Hayrapetyan, introducing his viewpoints and the ones of My Step Faction, expressed conviction that a competitive new organization would be created, which would regulate and manage the market of the advertisement with the participation of the Public Television.

In his final speech, Vahagn Tevosyan underlined that the establishment of the new organization would create conditions of new price formation and provide competitive environment.

In his final speech, the RA Deputy Minister of Justice Vahe Danielyan also referred to the colleagues’ concerns.

The draft law on Amending the RA Judicial Code authored by the NA deputies Artur Davtyan and Anna Karapetyan was debated in the first reading procedure.

The member of the NA Standing Committee on State and Legal Affairs Taron Simonyan presented the endorsement of the Committee.

The RA Deputy Minister of Justice Rafik Grigoryan presented the negative conclusion of the government.

In their speeches, the legislators related to the amendments being proposed by the document.

Armen Abovyan presenting the viewpoint of the NA Prosperous Armenia Faction also highlighted the adoption of the draft law in the first reading and find preferable version for all sides before the second reading.

The draft law on Making Amendment and Addendum to the RA Law on Local Self-Government authored by the NA Bright Armenia Faction and the legislative package on Amending the Law on Making Addendum to the Law on State Duty and on Amending the Law on Making Addendum on Notice of the Activity Implementation authored by the government were debated in the second reading completely passing them.

The MPs by voting passed the draft laws included in the agenda of the regular sittings.

Covering the agenda the parliament ended the work of the regular sittings.

Let us note that at the last sitting the members of the Government answered to the legislators questions.
