RA National Assembly Begins Work of Regular Sittings

On March 24, the RA National Assembly began the work of the regular sittings, approving the draft laws of the agendas of the session and the regular sittings being convened on March 24.

Before beginning the legislative works, the deputies debated the expediency of holding the RA NA sitting.

The Head of the RA NA Bright Armenia Faction Edmon Marukyan made a proposal to stop the work of the sitting. As a result of debate, the parliament considered purposeful to continue the work of the regular sittings.

The legislative package on Amending the Law on Making Addendum to the RA Law on State Duty and on Amending the Law on Making Addendum to the RA Law on Notice of Activity Implementation authored by the Government was debated in the first reading, presented by the RA Deputy Minister of Economy Avag Avanesyan.

The deputy Hayk Sargsyan presented the endorsement of the package by the RA NA Standing Committee on Economic Affairs.

Afterwards the draft law on Making Addendum to the RA Law on Urban Development was debated in the second reading.

The RA Acting Chairman of the Urban Development Committee Armen Ghularyan informed that the draft law was not amended after being adopted in the first reading.

The legislative package on Making Amendments and Addendum the RA Law on Funds and on Amending the RA Code on Administrative Offences was debated in the second reading.

The Chair of the RA NA Standing Committee on Economic Affairs Babken Tunyan endorsed the abovementioned item and the legislative package.

By Davit Ananyna’s presentation, the parliament debated in the second reading the draft law on on Amending the RA Law on NGOs, which had been revised based on the proposals of the RA NA deputy Maria Karapetyan and the Government.

The deputy Artur Hovhannisyan presented the endorsement of the RA NA Standing Committee on Protection of Human Rights and Public Affairs, noting that the draft law had been debated with the representatives of the NGOs.

The MP Mane Tandilyan presented for debate in the second reading the draft law on Making Addendum to the RA Tax Code authored by the RA NA Bright Armenia Faction.

Babken Tunyan informed about negative conclusion of the Chair of the RA NA Standing Committee on Economic Affairs.

The parliament debated in the second reading the draft laws on Making Amendment and Addendum to the RA Law on Energy Savings and Renewable Energy authored by the RA Government, on Making Addendum to the RA Law on Local Self-Government authored by the RA NA Bright Armenia faction, on Making Addendum to the Law on Advertisement authored by the RA NA deputy Artur Hovhannisyan and the draft law on Making Addendum to the Law on Local Self-Government authored by the Government and the enclosed draft laws.

The key speaker, the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan presented the draft law on Making Amendments and Addenda to the RA Law on the RA Administrative-Territorial Division authored by the Government and the enclosed package of draft laws.

The member of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Vahe Ghalumyan proposed to vote for the debated package of draft laws.

The MPs exchanged ideas on the issues regarding the experience of the enlarged communities, the expecting results and the consolidation of rural communities.

In his final speech Vache Terteryan, talking about the examples of the effective administrative-territorial reforms, has underlined that due to amendments occurred until now, we have more effective administrative system, essentially changed budgetary discipline and qualitative move of the cash flow management.

The legislative packages on Making Addendum to the RA Tax Code, Making Amendment and Addendum to the RA Law on Education and on Making Amendment and Addendum to the RA On Education and on Amending the RA Law on Preliminary Professional (Vocational) and Secondary Professional Education and on Amending the RA Law on Licensing and on Amending the RA Law on State Duty were debated in the second reading.

The draft law on Making Addendum to the Law on Foreigners authored by the NA Deputy Speaker Alen Simonyan was debated in the first reading procedure.

The member of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Arsen Julfalakyan presented the endorsement of the Committee. The Head of the RA Migration Service Armen Ghazaryan presented the position of the executive body.

The legislative package on Making Amendments and Addenda to the RA Law on Financial System Mediator, on Making Amendments and Addenda to the RA Tax Code and on Amending the RA Civil Procedure Code authored by the RA NA Bright Armenia Faction was debated in the first reading. In his key report, the NA deputy Arkadi Khachatryan presented the legislative package.

In his report the member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Yeghishe Soghomonyan has noted that the initiative proposes complex amendments. The Committee endorsed the legislative package.

The RA Deputy Minister of Justice Rafik Grigoryan proposed the parliamentarians to vote for it.

The debate of the item will continue at March 25 sitting of the parliament.

At the last sitting of the day, in accordance with the RA Constitutional Law the NA Rules of Procedure, the RA NA deputies made announcements.
