Parliamentary Hearings: Problems of State Purchasing System and Ways of Its Solution

On February 21, on the initiative of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs parliamentary hearings on the theme Problems of State Purchasing System and Ways of Its Solution, where representatives from the Government, the international structures, the NGOs, the deputies, economist-experts and businessmen took part.

Highlighting the role of the state purchase system in the economy of any country the Deputy Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan underlined the necessity of the debate of the issue in such format. The speaker touched upon the growth of interest to the issues on Small and Medium Enterprises towards the state purchasing system, the improvement of the appeal system, the transparency and the rise of accountability of the activities.

In his report the RA Minister of Finance referred to the problems of the state purchasing system, the ways of its solution, the transformations being implemented by the executive body, as well as the directions of further development.

In the context of the problems existing in the educational and scientific system the Deputy Chancellor of the Armenian National Agrarian University Hrachya Zaqoyan reflected upon the restrictions of the law on State Purchases, the necessary legislative amendments and the sub-legislative regulations.

In the opinion of the deputy of the RA NA Prosperous Armenia Faction Sergey Bagratyan, the most important component of the development of economic relations is the right organizing of the purchase process.

According to the Executive Director of the National Centre of the Public Policy Researches NGO Armenuhi Burnazyan, as a result of the implemented monitoring growth of non-competitive purchases has been recorded.

The Chair of the Committee to Protect Freedom of Speech Ashot Melikyan talked about the freedom of information concerning the sphere under debate, the fight against corruption and the accountability.

The participants’ questions related to the changes envisaged in the spheres of getting plane tickets, the negotiation phase of the purchase process, the improvement of the competitive environment and the appeal system.

In his concluding speech Atom Janjughazyan has touched upon the items, questions raised in the speeches, has noted that they are ready to listen to all observations, recommendations and reach to a balanced solution.
