Parliament Ends Work of Regular Sittings

On November 19, the RA National Assembly continued the work of the regular sittings. The parliament passed the bills debated by voting on the previous day, then continued the debate of the legislative package on Making Amendments and Addenda to the RA Labor Code by the RA NA deputies Narek Zeynalyan and Heriknaz Tigranyan.

In her final speech the RA NA deputy Heriknaz Tigranyan touched upon the deputies’ questions.

The parliament in the first reading debated the draft law On Making Addendum to the RA Labor Code, authored by a number of Prosperous Armenia faction MPs.

Karen Sarukhanyan presented the endorsement of the RA NA Standing Committee on Health and Social Affairs.

The MPs in their speeches touched upon the importance of the draft law.

The Chair of the RA NA Standing Committee on Health and Social Affairs Narek Zeynalyan, the RA NA deputies Sergey Bagratyan, Heriknaz Tigranyan, Suren Grigoryan expressed their viewpoints.

The National Assembly has debated in the first reading the bill On Making Addendum and Amendments to the RA Law on State Border.

The RA Deputy Minister of Health Anahit Avanesyan presented the viewpoint on the draft law.

Karine Poghosyan presented the endorsement of the RA NA Standing Committee on Health Care and Social Affairs.

The parliament debated the draft law On Making Addendum and Amendment to the RA Law on Drugs authored by the Government.

Arpine Davoyan presented the negative conclusion of the RA NA Standing Committee on Health and Social Affairs by informing that the committee members had presented a number of proposals,

The deputies Kristine Poghosyan, Lusine Badalyan, Gurgen Baghdasaryan, Heriknaz Tigranyan, the Chairman of the RA NA Standing Committee on Health and Social Affairs Narek Zeynalyan gave speeches on the matter under debate.

In their closing remarks, the speaker Arpine Davoyan, RA Deputy Minister of Health Anahit Avanesyan touched upon the raised questions.

The Parliament debated the draft law on ratifying the Visa Facilitation Agreement between the Government of the Republic of Armenia and the Government of the Kingdom of Denmark.

Michael Zolyan presented the endorsement of the RA NA Standing Committee on Foreign Relations.

The parliament debated in the first reading the draft law On Targeted Social Assistance to Lonely Pensioners Living in the Housing of Social Housing Funds Formed by the RA State.

According to the First Deputy Minister of Labor and Social Affairs Gemafin Gasparyan, the draft law will come into force on January 1, 2020.

Srbuhi Grigoryan presented the endorsement of the RA NA Standing Committee on Health and Social Affairs.

The parliament debated the package of bills On Making Amendments and Addenda to the RA Criminal Code authored by the government in the first reading by the RA Minister of Justice Rustam Badasyan.

Nazeli Baghdasaryan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs.

The RA NA deputies Armen Pambukhchyan, Artyom Tsarukyan, Taron Simonyan, Andranik Kocharyan, Hovik Aghazaryan, Gevorg Petrosyan, Nikolay Baghdasaryan, Suren Grigoryan, Ruben Rubinyan, Hayk Konjoryan, Arman Babajanyan, Viktor Yengibaryan, Arpine Davoyan, Vagharshak Hakobyan, Tigran Ulikhanyan, Kristine Poghosyan the Chairman of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan, the Chairman of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Mkhitar Hayrapetyan presented their viewpoints on the bills under debate. 

Taron Simonyan presented the viewpoint of the RA NA Bright Armenia Faction.

Hovhannes Hovhannisyan delivered a speech on behalf of the RA NA My Step faction.

In his final speech, RA Minister of Justice Rustam Badasyan referred to the raised questions.

The parliament debated in the first reading the package of bills on Making Addendum to the RA Criminal Procedure Code, on Making Addendum to the RA Law on Banking Secrecy.

Suren Grigoryan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs.

Speaking about the importance of the bill, RA NA deputy Gevorg Papoyan has noted in his speech that the logic of the revolution prompts to vote in favor of the bill in order to reveal the corruption chains.

Arkady Khachatryan presented the viewpoint of the RA NA Bright Armenia faction.

In their concluding speeches RA NA deputy Suren Grigoryan and the RA Minister of Justice Rustam Badasyan referred to the voiced concerns.

The key speaker of the National Assembly of the Republic of Armenia Edvard Andreasyan has noted that the draft is based on avoiding unnecessary documentation.

Vladimir Vardanyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs.

Aram Karakhanyan, the Deputy Head of the Cadastre Committee presented the Government's endorsement.

The parliament in the second reading debated the bill On defining the procedure of cadastral evaluation approximated to the market value of real estate for the taxation of the real estate.

According to Aram Karakhanyan, the MP Mane Tandilyan's proposal was accepted.

The parliament also debated the draft law on Making Amendments and Addenda to the RA Law On Organizing and Conducting the Check-ups of the Republic of Armenia, as well as the bill On Amending the RA Law On State Property Privatization Programme for 2017-2020.

The RA NA Speaker Ararat Mirzoyan has informed that in accordance with Paragraph 1 of the Article 20 of the RA Constitutional Law the Rules of Procedure of the National Assembly, by the demand of at least one quarter of the total number of the MPs an Investigative Committee of the National Assembly was created by the force of law to study the process of land passenger transportation of the Republic of Armenia and the activity of the authoritative bodies serving, coordinating and controlling the sphere for 2016-2019.

In accordance with Paragraph 6 of the Article 20 of the RA Constitutional Law the Rules of Procedure of the National Assembly the draft decision of the National Assembly establishing the number of the Investigative Committee members will be debated at the regular sittings of the National Assembly to be convened on December 3.

The parliament passed the draft laws discussed by voting.

The Chairman of the National Assembly Accounting Committee Vahagn Hovakimyan presented the voting results of the elections of the members of the Committee on Prevention of Corruption, noting that all the candidates were elected.
