At November 15 sitting, the National Assembly continued the debate of the draft law on the RA State Budget for 2020.

The MPs presented viewpoints and recommendations on the basic financial document of the country and the representatives of the government delivered speeches.

The RA Minister of High-Tech Industry Hakob Arshakyan presented the budgetary allocations for 2020 in different spheres.

The RA Minister of Environment Erik Grigoryan touched upon the financing of the environment sphere, talked about fight against wood-cutting, etc.

The RA Minister of Emergency Situations Felix Tsolakyan noted that we should allocate additional financing for implementing preventive actions of priority.

In his concluding speech The RA Minister of Finance Atom Janjughazyan thanked the attendees for concerned debates going on for several days.

He touched upon the MPs’ questions and gave exhaustive answers to them.

The representatives of the NA factions (Bright Armenia – Mane Tandilyan, Prosperous Armenia - Mikayel Melkumyan, My Step – Babken Tunyan) presented the viewpoints on the basic financial document.

In his extraordinary speech the RA NA Speaker Ararat Mirzoyan has quoted from the draft law and has noted that there is difference of 500bln drams on state budget incomes being designed for 2020 which witnesses to the fact that the RA citizens take part in the economy of the country, believe in the economic growth, the state and state institutes. According to the Head of the parliament, it is not possible to ensure such growth of incomes by the improvement of administrative processes. As Ararat Mirzoyan has noted that the Government should continue increasing the social expenditures and the long-term investments. The NA Speaker referred to the increase of the allocations in a number of spheres compared with previous years.

The RA Prime Minister Nikol Pashinyan also delivered a final speech. He has noted that the state budget for 2020 is revolutionary, and the economic revolution in the Republic of Armenia is not only in the process, but also continues speeding up.

The NA Speaker announced that an interval for the debate of the draft budget at least for 4 days and noted that the MPs and the factions could submit their recommendations within 24 hours.

Afterwards the bill on Making Addendum to the RA Tax Code was debated in the first reading.

Babken Tunyan presented the endorsement of the RA NA Standing Committee on Economic Affairs.

The conclusion of the government was negative. According to the RA Deputy Minister of Finance Arman Poghosyan, it is necessary to amend the RA Civil Code and the law on Insurance.

The draft law on Amending the RA Law on Public Service was also debated in the first reading.

The member of the RA NA Standing Committee on State and Legal Affairs Sisak Gabrielyan presented the endorsement of the Head Committee.

The parliament will continue the work on November 18 at 10:00am.
