French Experience of Cinema Production Legislative Regulation Presented

On October 28, the representatives of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport met with the Expert, the Officer of the Legal Affairs Department and Legislation of the Financial-Legal Division of the National Cinema Centre of France (CNC) and the Working Group of the draft the elaboration of the draft law on Cinema as a component part of the Comprehensive and Enhanced Partnership Agreement between the European Union and Armenia. The French experience of the legislative regulation of the cinema production sphere was presented by the Expert from CNC.

The mechanisms of the effective solution of the problems existing in the sphere, the issues of the rise of the role as a main coordinator of the cinema centre, the change of the authorities and the specification of the status were discussed.

It was suggested to have as a basis the experience of France while choosing the solution on the financial problems concerning the sphere.

An opinion was sounded that the TV companies, being main beneficiaries of cinema production, can transfer certain amount of money to the cinema centre. And to boost the creation of the new cinemas it has been proposed to establish tax privileges.

During the meeting other issues concerning the sphere were also discussed.
