Work of NA Regular Sittings Continues

On September 11, the RA National Assembly continued the work of the regular sittings.

The parliament by voting passed the bills debated on the previous day, then continued the debate of the RA draft law on Making Addenda to the RA Code on Administrative Infringements.

Artak Davtyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs.

The MPs Mane Tandilyan and Narek Zeynalyan delivered speeches.

Afterwards the draft law on Making Addendum to the RA Law on the RA Holidays and Memorial Days, presented by the RA Deputy Minister of Emergency Situations Armen Harutyunyan was debated.

The deputy Nazeli Baghdasaryan presented the endorsement of the Standing Committee on State and Legal Affairs.

The draft law on Establishing the Cadastre Assessment Order Approximated to the Market Value of the Real Estate for Taxation by the Real Estate Tax, presented by the Head of the Cadastre Committee Sarhat Petrosyan, was debated in the first reading.

The MP Karen Hambardzumyan presented the endorsement of the RA NA Standing Committee on Economic Affairs.

The MPs Tigran Ulikhanyan and Mane Tandilyan delivered speeches.

In his extraordinary speech the RA NA Speaker Ararat Mirzoyan underlined the importance of the legislative initiative and noted that during the debate of the items on the income tax the problems existing in the system was also touched upon. Approving the necessity of revising the cadastre values the NA Speaker noted that discrepancies should be rectified towards the property through improving the scale of the applying the tax. The NA Speaker called on the MPs to show consistency.

In his final speech the Head of the Cadastre Committee Sahrat Petrosyan touched upon the raised issues.

The parliament in the second reading debated the draft law on Amending the RA Civil Code authored by the RA NA Bright Armenia Faction and the enclosed presented draft laws, the draft law on Amending the RA Law on Social Protection of the Invalids and the package of the enclosed presented draft laws.

The RA Deputy Minister of Justice Kristine Grigoryan presented in the first reading the RA draft law on Making Addenda and Amendments to the RA Law on Foreigners authored by the government.

The representative of the RA NA Standing Committee on State and Legal Affairs Taron Simonyan called on to vote for the draft law.

The parliament debated in the first reading the RA draft law on Ratifying the Agreement on Cooperation in Civil Protection, Prevention and Elimination of Emergency Situations between the RA Government and the Government of the Republic of Kazakhstan, presented by the RA Deputy Minister of Emergency Situations Ara Nazaryan.

The member of the RA NA Standing Committee on Defense and Security Tigran Karapetyan presented the endorsement of the Committee.

The RA Deputy Foreign Minister Avet Adonts presented for the MPs’ debate the draft law on Ratifying the Agreement of Cooperation between the Republic of Armenia and Jerusalem Saint John, Rhodes and Sovereign Military Order of Malta.

The member of the RA NA Standing Committee on Foreign Relations Anush Begloian presented the endorsement of the Committee.

Avet Adonts also presented the draft law on Ratifying the Agreement on the Job Being Paid to the Family Members of the Staff of Diplomatic Representations and Consular Institutions between the RA and the Kingdom of Belgium.

The member of the RA NA Standing Committee on Foreign Relations Shirak Torosyan presented the endorsement of the Committee.

The parliament also debated the bill on Ratifying the Protocol on Amending the Agreement in the Status of the International Committee of the Red Cross in the Republic of Armenia between the Government of the Republic Armenia and the International Committee of the Red Cross, presented by the RA Deputy Foreign Minister Artak Apitonyan.

The member of the RA NA Standing Committee on Foreign Relations Sos Avetisyan presented the endorsement of the Committee.

The MPs debated in the first reading the bill on Amending the RA Criminal-Procedure Code authored by the RA NA Bright Armenia Faction.

The member of the RA NA Standing Committee on State and Legal Affairs Nikolay Baghdasaryan presented the endorsement of the Committee.

The package of bills on Making Addendum to the RA Law on Keeping the Arrested and Detained Persons and on Making Addendum to the RA Criminal-Procedure Code was debated in the second reading and for completely passing it, as well as the bill on Amending the RA Administrative Procedure Code.

The bill on Amending the RA Law on Criminal-procedure Service and the enclosed presented package of bills authored by the RA NA Bright Armenia Faction was debated in the first reading.

At the last sitting of the day in accordance with the RA Constitutional Law the NA Rules of Procedure, the members of the government answered the MPs’ questions.

The parliament will continue the work on September 12 at 10:00.
